Scope of Work Management, Team Building and Leadership Training
October/November 2009
Summary
The Contractor shall provide service delivered with a mixture of interactive and experiential learning activities with the objective of harmonizing the office and re-energizing our organization to focus on core values and strategic objectives; Leadership principals and skills; Management tools for maximum effectiveness; and Organizational change & competency for future growth.
Background
USAID Mission in Sri Lanka is interested in a three-day workshop for approximately 50 staff at a venue outside of Colombo, Sri Lanka, and an in-house half-a-day office team building training sessions for each of the five offices of USAID/Sri Lanka listed below, at the USAID office building (for the same 50 staff). The in-house training shall be up to a total of 3 days.
1) Economic Growth (EG)
2) Democracy and Governance (DG)
3) Humanitarian Assistance/Transition Initiatives (HA/TI)
4) Program Policy Support and Director (PPS/DIR)
5) Executive (EXO).
a) Mission wide - Management/team building/leadership in general for the whole Mission for approx. 50 employees – with the concept of improving performance to move the whole Mission forward given the changes in the agency and our programming.
To be Included in the Mission-wide program:
· Teambuilding - built in exercises throughout the entire training including exercises (indoor and outdoor).
· Leadership - built in exercises throughout the entire training, including exercises (indoor and outdoor).
· Coaching and Active Listening
· Surviving in a Changing Environment – Coping with Stress
b) Tailored office training - EG, HA/TI, DG, PPS/DIR and EXO offices to have individual office team building training, could be done at the USAID office building. Contractor should discuss with each office director what sessions to include.
Possible topics for indoor and outdoor exercises:
· Teambuilding per office
· Communication
· Project Management skills
· Monitoring and Evaluation
· Creating and Using an Individual Development Plan
· Using Personal Strength – with Strength Finder Book
The workshop shall include team building and discussions of mission organizational issues but the specific outcomes and agenda will be developed as a part of the process of planning the workshop, and shall work collaboratively with the mission to identify issues that are of specific concern to USAID/Sri Lanka.
Upon notice of contract award, the contractor shall work with the USAID Mission to finalize specific desired outcomes and agree on steps to carry out the consultancy, to identify materials to be reviewed prior to arrival, and to finalize logistical arrangements regarding the workshop venue and schedule.
On arrival in Colombo, the consultant shall meet with senior management and other key staff to debrief and inform the workshop design process. Additional interviews and focus groups will be conducted as needed to obtain staff perspectives on key issues related to the desired outcomes.
In-house team building training sessions for each of the above mentioned offices shall be held at USAID/Colombo office building prior to the off-site workshop to be held outside of Colombo at a star resort hotel. USAID shall provide conference facilities within the confines of the hotel training facility which may include tables and chairs, electrical connections including flip charts, multi-media and slide projectors, microphones, etc.
The cost proposal shall include one package for both sessions with detailed budget breakdown for each line item consisting of each category of labor, travel costs, other direct costs and the fee. The lodging, meals and incidentals shall be estimated in accordance with the Department of State (DOS) established per-diem rates applicable to Sri Lanka. All International vendors and firms including local vendors shall submit proposals. However, the instructor/consultant shall be a qualified U.S. citizen.
Prior to departure, the consultant shall meet with the Mission leadership to discuss results and any necessary follow-up actions.
The consultant will prepare a report summarizing the activities, interview findings, goals and agenda, general observations, comments and agreed-to action items, conclusion and recommendations.
