About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPE7L325R0011) is for a PIN, FIRING component (NSN 1005-01-033-1523) used on an F16 Aircraft Gun System Ammunition Drum, with FN Herstal (CAGE 3S679) identified as the sole approved source. The contract is an Indefinite Delivery Contract (IDC) with a 5-year total period (3-year base, 1-year option, 2 total options), using statutory authority 10 U.S.C. 3204(a)(1).
The justification includes market research efforts such as a Sources Sought Notice posted on SAM.gov on 2/3/25 and a market survey conducted on 2/3/25 that contacted two vendors (3S679 and 3WGD1), with only FN Herstal responding. The procurement is justified under AMSC C, which requires engineering source approval to maintain part quality, with the vendor retaining unique design capabilities, engineering skills, and manufacturing knowledge. The solicitation was synopsized for 15 days, posted to the DLA Internet Bid Board System for 30 days, and dealers of the approved source will be solicited. The contract is valued over $750,000, requiring Competition Advocate approval.
