Bedside patient monitors are to be used in intensive care, acute care (e.g. telemetry), and other clinical areas where continuous patient vital sign monitoring is needed for the COVID patient surge. Central station monitors are used to capture data from multiple patients, send this data on to the Electronic Health Record (EHR), and alarm where appropriate.
This hardware, software and associated systems upgrades are in support of several physiologic monitoring features that are required or recommended for optimal patient care and record keeping in association with connecting these systems to the new Cerner EHR in the ICU, OR, and acute care areas of the VISN 20 hospitals. This project also includes replacing Philips physiologic monitoring systems that are at the end of their useful life. The following are a few examples of the features and functions that are required or recommended for optimal physiologic monitoring in a Cerner EHR connected environment that are included in this procurement:

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service:
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: COVID 19 Response.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: Due to the urgent nature of the request (COVID 19 Preparedness), the only company that can provide the hardware and software to upgrade all of the Philips monitoring systems, in the facility, is Philips Healthcare. No other company manufactures the hardware and develops the software for these systems. With the huge installed base of Philips monitoring systems in VISN20 only Philips can provide the critical equipment at VA Puget Sound in the timeline required without impact to clinical workflow. This procurement is required for operational readiness in preparation for
COVID-19.
The National Acquisition Center competed the overarching FSS contract, therefore competition and subsequent award presumes best value at a fair and reasonable cost. Additional discounts were requested, as per FAR 8.405-4, but none were provided. No shipping charges apply as this is FOB Destination. As a result, the Contracting Officer has determined that the anticipated cost will be fair and reasonable and represents the overall best value to the Government.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted: There are SDVOSBs that could provide however, there is no waiver for the SBA Non-Manufacturer’s Rule (NMR). As such, the manufacturer Philip is the only source for these items.
(7) Any Other Facts Supporting the Justification: Due to the urgency of the requirement, preliminary HCA approval was obtained on April 10, 2020 and the order was completed on the same date.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: If the facility determines that a new system is required, then the market will be surveyed to determine if there are any other sources who could fulfill the requirement.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge.
