GOVERNMENT RESPONSE
1)
Will the Government allow the Superintendent to fulfill the role of both Safety Manager/SSHO and Superintendent, or does the Government require two full-time, on-site personnel for this project?
The site superintendent can fill both positions as long as they have qualifications for both.
2)
It was brought to my attention that there was talk at the site visit that the requirements for Phase I and Phase II of this proposal will be slightly different than what is typical; that the intention will be for all Technical information to be in Phase I and that Phase II will be Price only. This is not how the solicitation is written; can you expound on this and say whether or not we should expect an Amendment to the solicitation?
The intent of holding a site-visit in Phase I vs Phase II is to get any and all technical questions answered so there are very few, if any technical questions in Phase II. The evaluation factors for Phase II have not changed but as everyone has already attended the site-visit, there should not be new information to sift through. When the site-visit is held in Phase II and there are a lot of technical questions, additional time to price the requirement is typically requested.
