438-440 Construct New Laboratory – Sioux Falls 2-21-19
Scope of Work (SOW) 1
Scope of Work for
Construct New Laboratory for Sioux Falls, SD Project Number 438-440
The Sioux Falls VA Medical Center requires the addition of a new space for a laboratory. The space determined for this new addition is located on the roof of the 1984 addition of building 5. It will fill the space between the newly added Specialty Medicine clinic and the current coffee shop and covers approximately 14,000 square feet. Construction includes an interstitial/mechanical space which holds the same footprint as the laboratory space above it.
A. General Contractor Requirements:
1. The Contractor is encouraged to attend the pre-proposal site visit per the solicitation.
a. All questions asked at the pre-proposal site visit will be recorded by the COR and the questions and subsequent answers will be provided via a solicitation amendment.
b. Questions may also be asked after the site visit, but shall be submitted to the contract specialist via email. Answers to questions will be provided via a solicitation amendment.
2. The contractor is to provide a proposal on all materials, labor, testing, disposal, and means and methods in order to provide the VA with a complete and operational facility described within the drawing set and specs provided. Prices shall be fair and reasonable, and within the value of the current market. Contractors are strongly advised to consider, when preparing their proposals, the need for the following:
a. Work conducted after 5pm and before 6am, during the week.
b. Weekend work
c. Material handling equipment
d. Commissioning
3. The contractor is expected to provide all of the required items according to the VA provided drawings, specs, and all safety standards therein.
4. The contractor is not to construct any item or install any material/equipment prior to having submittal approval from the project COR. Any item constructed or installed, by the contractor or sub-contractor, without prior approval, via the submittal process, does so at their own risk.
Any unapproved/unauthorized work requiring change, prior to approval, shall be done at no cost to the government.
5. Field changes shall not be conducted without prior approval by the Contracting Officer.
6. The contractor is expected to follow all safety requirements required by OSHA.
7. All work is to be conducted in accordance with local, state, and federal codes. Specific areas are the following, but not limited to:
a. Mechanical – HVAC

b. Electrical
c. Fire/Sprinkler
d. Plumbing
8. The Contractor shall coordinate with the COR and station multi-disciplinary committee and infection control prevention staff when infection control measures are required. A local interim life safety measure may be required before work into adjacent areas can begin.
9. Each contractor’s site supervisor is to possess and provide proof of 30 hr. OSHA training.
10. Staging of materials is specified on the drawing set. Any other area that is desired to store material will need to be coordinated with the project COR. A standard designated storage area for extra material is located on the southwestern most corner of the Sioux Falls VA campus.
11. Some contractor parking is available in close proximity to the project site. Any overflow parking will require coordination through the COR. Contractors shall not use VA patient parking lots as contractor parking.
12. The contractor is expected to keep a complete set of official drawings on the construction site where any/all red lines are recorded. This official red lined drawing set is to be handed in at the completion of the project in order for the A/E to provide a complete set of as-built drawings.
13. The contractor is expected to provide the project COR a daily work log or daily report.
14. The contractor is to provide the CO a monthly schedule update and monthly review letter. Key points of this letter are to provide the CO with the following:
a. What contract progress has actually occurred
b. What contract progress should have occurred
c. Why do the actual and planned progress differ
d. What is the impact and suggested ways to remedy the situation
15. When work is completed for the day, weekend, or any other extended period of time, the job site will be kept clean and organized. Security to the construction area will be enforced at all times. Such security measures include, but are not limited to:
a. Locked doors
b. Shut and/or locked exterior gates
c. Secured material trailers
d. Barricades/fences/signal cones
e. Area indicating signs
B. Required Schedule (calendar days):
Total Period of Performance – 450 calendar days
