Attachment1 – Answers To Technical Questions

1. Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

A: This is a new contract. No work has been done on this contract since 2015.

2. Will the offerors have access to VACO Auto CAD architectural drawings and Space Utilization drawings for all VACO campus locations prior to response date?

A: No, only the selected vendor will receive the AutoCAD drawings.

3. Are prospective offerors permitted to visit the VACO campus sites with proper PIV badging already in hand, and are those 11 location addresses listed in the announcement?

A: Yes, provided notification of their visit is provided a week in advance. No, individual sites were not provided.

4. Which of the VACO campus locations are VA owned and which are GSA, privately owned, leased to the VA?

A: 810 and 811 Vermont are federally owned, the remainder are leased – there are none VA owned.

5. How are these services currently being performed? Under contract? In-house?

A: These services are not currently being provided.

6. Will the 2015 VACO Space Survey be available for reading during the proposal preparation process?

A: Yes, but to the selected vendor only.

7. Are there up-to date space baseline data (drawings, housing study or program of requirements, lease terms, rents, etc.) available, or will the Contractor create the baseline?

A: We have information from 2012, 2013, 2014, and 2015 – then vendor will need to update from that point.

8. Section A.2.a.2, Please clarify the scope and systems planned for the Contractor for which to support updates. What specific systems do you have in mind?

A: This will be identified with the contractor in the initial stages of the project.

9. Section A.2.a.3, Could you provide details of the Capital Assets Initiatives? Please clarify the scope of formalizing changes to processes, systems and data associated with capital assets.

A: This will be identified with the contractor in the initial stages of the project.

10. Section D.b, can the Government provide details of the subject organization’s structure, mission, scope of work, headcount by function and grade level, and business processes?

A: This will be identified with the contractor in the initial stages of the project.

11. In Task 2, do you have the specific # of organizations that are affected and should be interviewed?

A: No, the vendor is to provide the necessary ‘target’ groups.

12. For Task 2, how many detailed options will be required for each organization footprint?

A: This will depend on the vendor’s findings.

13. For Task 3, does the Government already have 4 existing, detailed space reduction options in mind? Or is the Contractor requested to develop 4 options?

A: No. The contractor is expected to develop.

14. Section G., Will the Government provide the Contractor with current (up-to-date) floor plans in CAD file format?

A: The latest 2015 and this will be provided to the awarded vendor.

15. There may be schedule delays due to schedule differences causing losses in productivity, with the Government operating on a workday schedule while the Deliverables Schedule is based on calendar days. Would the Government consider increasing the number of calendar days for performance to account for this possibility?

A: Yes, the VA will always work with contractors meeting required time frames and make exceptions when warranted. This will be done on case by case basis with CO approval.

16. Under Attachment A – Schedule of Deliverables, the Quantity for Deliverable Three is listed as 50. We assumed this number referred to the number of meetings required, but we are unsure given that the description for Task 3 anticipates only about 25 meetings. Could the Government clarify?

A: Various meetings are required and 50 does refer to the number of meetings.

17. There appears to be some overlap between Deliverables 3 and 5. Could the Government clarify the distinctions between the space plan required for Deliverable 3 and the comprehensive space plan (with three or more options) required for Deliverable 5?

A: Deliverable 3 is the development of current conditions and Deliverable 5 are areas of further development and planning to continue the reduction in space.

18. In the proposal instructions, it states that “The Vendor’s quote must include a summary description of at least three but no more than five prior contracts/orders per team member/sub-contractor”. Does this mean that the past performance requirements change depending on team size? For example, would a team consisting of a Prime Contractor and two subcontractors be required to submit at least nine but no more than fifteen past performances?

A: Yes.

19. Scope of Work: Please confirm how the following key areas referenced on page 1 of the PWS in a., b., and c. relate to this solicitation:

a. “Support SRS in managing capital asset initiatives such as:

i. Provide capital asset management advisory services including commercial investment real estate services (technical and financial), Financial/In-Kind Consideration Analysis Government Accounting Requirements…”

b. “Provide specialized services in the follow areas:

i. Project Management

ii. Project Financial Advisor Services

iii. Transaction Special Services…”

c. “Analyze financial structures and reports in accordance with Government Acceptable Accounting Principles…” A: Correct.

20. Contract Type: Please confirm if this solicitation is for the first task order under a multi-year IDIQ or if this is a single (standalone) contract award for Tasks One through Six in the PWS.

A: This is a standalone contract for Tasks 1-6 in the PWS. This will not be an IDIQ.

21. Period of Performance:

a. Please confirm that the period of performance for this task is 365 days from the date of award, rather than a multi-year contract.

b. If the intent is for a multi-year contract, what is the scope of work anticipated to be completed during the option periods?

c. If the intent is for a multi-year contract, please confirm that future tasks would be priced separately on a firm fixed price.

A: The intent is a one year contract with 4 option years.

22. Task Two: Develop the Optimization for Organizations:

a. How many organizations are included in this effort?

b. Is the intent to have four, face-to-face meetings with each organization included? Or four, face-to-face meetings total?

c. Is there a specific building, or buildings, from the VACO campus associated with the organizations included?

A:

a. Approximately 16 organizations

b. The intent is to have approximately 4, face-to-face meetings with those organizations the vendor ‘targets’ to further develop the scope.

c. No, could be any of the 11 in the portfolio.

23. Attachment A: Schedule of Deliverables

a. Deliverable #3 (Preferred Space Reduction option to include a space plan, a move plan, and an overall comprehensive project schedule): What does the quantity of 50 represent?

A: Meetings.

b. Deliverable #3 (Preferred Space Reduction option to include a space plan, a move plan, and an overall comprehensive project schedule): The current Deliverable #3 due date – 75 Calendar Days After Award – is only 15 days after completion of Deliverable #2. The options generated under Deliverable #2 are critical inputs to Deliverable #3. Would it be possible to revise the Deliverable #3 due date to “75 days after Completion of Deliverable #2”?

A: Sure; however, we have found most of the work is done simultaneously.

c. Deliverable #5 (Updated VACO campus space survey; updated census information; a final report with current inventory data; a comprehensive Space Plan (with 3 or more options)): The current Deliverable #5 due date – 90 Calendar Days After Award – is only 15 days after completion of Deliverable #3. The preferred space reduction option generated under Deliverable #3 is a critical input to Deliverable #5. Would it be possible to revise the Deliverable #5 due date to “90 days after Completion of Deliverable #3”?

A: No, 90 days is too long to wait for the next deliverable.

24. The PWS states “The required contractor employee Position Sensitivity level is Limited Risk and the level of Background Investigation is NACI for contractor employees who require access.”

Question: Do personnel have to possess a completed NACI prior to contract start?

A: No, the contractor can start the process as soon as contract is awarded.

25. Will all of the restack Computer Architectural Drawings (CAD) need to be sealed?

A: They need to tell us if the drawings need to be signed and sealed by a licensed engineer.

26. The PWS States “The contractor’s quote shall include their proposed labor categories, rates and number of hours by task, together with associated delivery dates and sub milestone dates (if any). The Government will evaluate offers by adding all line item prices - the Total of All CLINS will be that sum.”

Question: Can you please confirm if there is a minimum requirement for key personnel proposed?

A: There are no minimum qualifications listed.

27. Please confirm if there are any minimum requirements regarding the contractors proposed schedule.

A: There are no minimum qualifications listed.

28. How many internal departments, divisions, and offices make up the 10 offices and 1 warehouse on the VACO campus?

A: Not applicable.

29. Is new furniture procurement / specifications expected to be included as part of the optimization plans?

A: No, procurements will be done internally; however, Design Intent Drawings would be required.

30. When does the Government anticipate awarding the first task order under the contract?

A: This is a stand-alone contract with 4 Option Years. There will be no Task Orders written off this contract.

File details come from the government source that posted it.
