ANSWERS TO TECHNICAL QUESTIONS – WEST LA IDIQ SOLICITATION – 36C77622Q0049
1. In the Evaluation Criteria for Past Performance, the solicitation states that “the Vendor’s quote must include a summary description of at least three but no more than five prior contracts/orders per team member/sub-contractor for projects completed within the last five years with organizations”. Does this mean that every single team member/subcontractor must provide a minimum of three past performance references (e.g., having 3 teammates would require us to provide at least 9 past projects from our teammates), or is this simply referring to a maximum number of projects per team member?
Answer: This is simply referring to a maximum number of projects per team member.
2. Combined Synopsis/Solicitation Notice – Pages 3-4 – Evaluation of Offers – Please confirm that the Government will evaluate Offerors’ proposed personnel and their relevant qualifications and experience as part of the Technical Evaluation.
Answer: This is correct.
3. Attachment 1 – PWS Part A – IDIQ – Page 3, Paragraph 5, Type of Contract – Is the intent of the individual order limit of $1,500,000 to protect the Contractor such that the Contractor is not obligated to honor any order for a single item in excess of $1,500,000? If yes, would the Government consider revising for clarification purposes?
Answer: The intent is to describe the parameters of possible task orders to be written in the future. It does provide a maximum order limit, a maximum IDIQ amount, and a Period of Performance. These parameters can be modified bi-literally as required using FAR 52.212-4 (c) Contract Terms and Conditions - Commercial Items – Changes.
4. Attachment 2 – PWS Part B – Initial Task Order
a. Page 5, Task 5, Deliverable Sixteen – Based on a review of the Draft Master Plan 2022 and other public documents, it appears there are at least five active projects (Building 300, MacArthur Field Phase 1, Buildings 156 & 157, Lot 38, and Lot 48). Please confirm that the deliverables described include the ‘Developer Lease’ documents and the lease documents for each of the five projects.
Answer: That is correct. There will be at least five active projects (Building 300, MacArthur Field Phase 1, Buildings 156 & 157, Lot 38, and Lot 48) including the ‘Developer Lease’ documents and the lease documents for each of the five projects.
b. Page 5, Task 5, Deliverable Seventeen – Based on a review of the Draft Master Plan 2022 and other public documents, it appears there are at least five active projects (Building 300, MacArthur Field Phase 1, Buildings 156 & 157, Lot 38, and Lot 48). Please confirm that the bi-weekly conference calls and action item checklists are being requested for community planning, in addition to bi-weekly calls and checklists for each of the five active projects for a total of 156 (26 x 6) deliverables during the one-year period of performance.
Answer: That is correct.
c. Pages 6-7, Task 8 – Onsite Design/Construction Oversight
i. Key duties, 2nd bullet - The PWS references 'field needs'. Could you please elaborate on what 'field needs' means and the associated expectations?
Answer: ‘Field needs’ simply means whatever contract construction oversite staff determine is needed to ensure project has no construction delays and/or identify and assist local VA facility with action items to ensure no impact to facility operations. For example, project construction contractor discovers underground utilities that were not previously identified and will need to be relocated off the site to avoid construction completion delays. Contract construction oversite staff would need to assist OAEM in facilitating the relocation of these lines with local VA and project construction contractor and report back to OAEM on any challenges.
ii. Key duties, 4th bullet - Design Meeting Responsibilities – Please indicate the expectations of participation in design meetings, (i.e., level of required design knowledge or will the expectations be to review designs from a constructability aspect).
Answer: The expectations will be to review designs from a constructability aspect.
iii. Key duties, 4th bullet - Design Meetings – Please indicate the number of expected design meetings within the Period of Performance.
Answer: Design meetings are inclusive of the bi-weekly project meetings with the project contractor and inclusive of bi-weekly meetings with VA Historic Preservation Office – these are two separate meetings. The expectation is that the contract construction oversite staff would participate in these meetings as needed to discuss any issues or concerns or offer recommended changes.
iv. Key duties, 4th bullet - Construction Meetings – Please indicate the expected number of construction meetings within the Period of Performance.
Answer: Construction meetings are on a bi-weekly basis.
v. Key duties, 6th bullet - ROM Cost Estimates –
1. For what project elements/types is the Contractor going to be expected to develop ROM Cost Estimates?
Answer: This would be needed for any project encountering an issue.
Such as, the underground utility lines example provided above in Key duties, 2nd bullet - The PWS references 'field needs'. A R.O.M. will help VA ensure cost feasibility for any work outside of the approved scope.
2. How many ROM Cost Estimates will be required during the Period of Performance?
Answer: Project issues are unknown at this time. R.O.M will be on an as needed basis as issues arise.
vi. Deliverable 22 - Inspection Reports – Please indicate the source and type of inspection reports.
Answer: This is a typed report on status of site conditions and project status for each active project. The report would indicate percentage of construction completion, any discovered issues or concerns and photos of the site. Report can be in any format that is easily interpreted.
vii. Deliverable 23 - Report Clarification – Please define the 'final end of construction report coordination.'
Answer: This is simply a report confirming that construction has been completed for each active project. This report would include photos.
2. Pricing Schedule – Please define the acronym “PAC” in LIN 0002.
Answer: Project Activation Conference – another term used for kick-off meeting.
