PERFORMANCE WORK STATEMENT

EVIDENCE BASED PRACTICE WORKSHOP

1.0 Purpose.

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) and the Office of Nursing Services (ONS) would like to host a Helene Fuld Health Trust National Institute for Evidence-based Practice (EBP) in Nursing and Healthcare Immersion Workshop to be trained by The Ohio State University College of Nursing EBP faculty for VA providers on the development and implementation of EBP strategies and processes for nursing staff within the Department of Veterans Affairs

2.0 Background.

The Department of Veterans Affairs is focused on the delivery of care, being a highly reliable organization, and following all accreditation standards. The Department of Veterans Affairs, through the Office of Nursing Services, works towards transforming healthcare delivery by incorporating Evidence Based Practice (EBP) models across the VA. This transformation requires nursing personnel from all healthcare settings from across the country to be trained on executing this model of care. This transition requires intense educational sessions.

To do this, a committee was formed to research well credentialed, experienced organization that can provide these services. In this research, it was discovered that the Ohio State University (OSU) has an EBP training program that began at Wright Patterson Air Force Base in January 2014 and has now been expanded across the entire United States Air Force and Army. Due to this the Dayton VAMC has contracted with OSU in the past to provide this training model to their staff with exceptional results. Due to the success of this pilot program, the Office of Nursing Services would like to implement the same model on a national scale to educate nursing staff across the country.

3.0 Objectives.

The contractor shall provide in person EBP training for up to 100 nursing staff from across the country in a single training session.

4.0 Scope.

The overall objective is to provide education on the evidence-based decision-making model to ensure VA care follows the best practices and increases inter-professional teamwork. To achieve this objective, ONS shall educate staff on the concepts and application of EBP in the workplace. ONS will host one EBP workshop that will provide training for 100 VA staff. This training should generate multiple EBP projects that will transform the culture, quality, and safety of care for our Veterans.

5.0 Mandatory Tasks and Deliverables.

The Ohio State University College of Nursing will provide:

5.1 Task One. Provide one 5-day Evidence Based Practice Immersion Training Workshop. This session will be for up to 100 VA providers.

The program content of the 5-day training is to be identical to the OSU hosted EBP Workshop training and include:

· Introduction to EBP

· Making the case for EBP

· Assessing your organizational culture

· Clinical Inquiry and PICOT questions

· Mentored EBP project work

· Understanding research methods

· Effective searching for evidence

· Search strategies and techniques

· Introduction to critical appraisal of evidence

· Critical appraisal; systematic review

· Critical appraisal; facilitated breakout sessions

· Evaluation and synthesis of evidence

· Managing your Bibliography

· Integrating evidence into decision making

· Understanding, measuring, and evaluating outcomes

· Communication styles (DiSC)

· The Mentor Track | The Leadership Track | Faculty Track: Sessions

· Creating a vision for EBP

· Dissemination of EBP projects

· Dreaming past the possible

· Putting it all together

· Presentation and awards ceremony

· Closing remarks

Deliverables:

5.1.1 Five (5) day Evidence Based Practice Immersion Workshop Training for up to 100 providers

5.1.2 37 Continuing Education Credit Hours upon completion of the program

5.1.3 Access to the electronic resources presented at the workshop

5.1.4 Access to The Ohio State University Library resources for one year

5.1.5 Lifetime access to monthly immersion reconnect webinars, EBP listserv membership, access to EBP resources

5.1.6 Collaborative formal evaluation of immersion outcomes

5.1.7 Educating selected VA staff to provide follow-up workshops to increase sustainability of education

6.0 Period of Performance.

The period of performance shall be five-days.

7.0 Place of Performance.

Location and date are TBD by VA.

8.0 Key Personnel.

OSU will provide all personnel to effectively conduct the training. The exact number of personnel provided for the training will be determined by the number of registered participants. If the final number is 100 as anticipated, they will provide 14 staff.

9.0 Travel.

The Government anticipates travel under this effort to perform the tasks associated with the effort during the PoP.

The total estimated number of trips in support of the program effort is one (1) trip. Anticipated locations include the following, estimated at five (5) days in duration:

Travel for 14 OSU staff is authorized. Travel and per diem shall be reimbursed in accordance with VA and Federal Travel Regulations. Travel expenses shall be invoiced in the subsequent month following the completion of travel in order to be reimbursed.

10.0 Type of Contract.

A Firm- Fixed Price contract will be issued for this effort.

11.0 Changes to the PWS.

Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.
