SPECIAL NOTICE – NOTICE OF INTENT TO SOLE SOURCE

Evidence Based Practice Immersion Training Workshop 36C77619Q0080

The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Nursing Services (ONS) requires an existing five-day Evidence Based Practice (EBP) Immersion Training Workshop on the development and implementation of EBP strategies and processes which will be made available to providers and nursing staff within the VA.

Program Contracting Activity Central (PCAC) intends to issue a sole source solicitation to Helene Fuld Health Trust National Institute for Evidence-Based Practice, 760 Kinnear Road, 1st Floor, Room 108, Columbus, OH 43212 requesting one (1) five-day Helene Fuld Health Trust National Institute for Evidence-based Practice in Nursing and Healthcare Immersion Training Workshop. The scope of work is defined as the following:

a. The contractor shall provide one 5-day Evidence Based Practice Immersion Training Workshop. This session will be for up to 100 VA providers. The program content and materials for the five-day training shall include:

•Introduction to EBP
•Making the case for EBP
•Assessing your organizational culture
•Clinical Inquiry and PICOT questions
•Mentored EBP project work
•Understanding research methods
•Effective searching for evidence
•Search strategies and techniques
•Introduction to critical appraisal of evidence
•Critical appraisal; systematic review
•Critical appraisal; facilitated breakout sessions
•Evaluation and synthesis of evidence
•Managing your Bibliography
•Integrating evidence into decision making
•Understanding, measuring, and evaluating outcomes
•Communication styles (DiSC)
•The Mentor Track | The Leadership Track | Faculty Track: Sessions
•Creating a vision for EBP
•Dissemination of EBP projects
•Dreaming past the possible
•Putting it all together
•Presentation and awards ceremony
•Closing remarks

b. Thirty-seven (37) Continuing Education Credit Hours upon completion of the program, per participant.

c. Access to the electronic resources presented at the workshop

d. Access to the Ohio State University Library resources for one year

e. Lifetime access to monthly immersion reconnect webinars, EBP listserv membership, access to EBP resources

f. Collaborative formal evaluation of immersion outcomes

g. Educating selected VA staff to provide follow-up workshops to increase sustainability of education

This procurement is being conducted in accordance with FAR 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” The NAICS code for this procurement is 611430 and the Small Business Administration Size Standard is $ 11.0 million.

This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

Responses to this notice are due on or before Thursday, April 4th, 2019, 10:00 a.m. EST to this procurement’s contract specialist, Kymberly Morgan, at Kymberly.Morgan@va.gov.

Submittal Information:

Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company’s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address.

Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice.

Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
