1. Contractor Question: We respectfully request an extension to the proposal due date for

The inside compressor section has the failed EEV. The Contractor will not be responsible for purchasing this part. The VA will provide the necessary part.

STATEMENT OF WORK
1. TITLE: Liebert Computer Room Air Conditioning (CRAC) Unit Repair
2. OVERVIEW: Replace refrigerant pump and install electronic expansion valve
3. DEFINITIONS:
a. CO – Contracting Officer
b. VA – Department of Veterans Affairs
c. VAHCS – St. Cloud VA Health Care System
d. VATR – Veterans Affairs Technical Representative
e. Contractor Employee – means all Contractor staff, technicians, personnel, subcontractors, or persons working on behalf of the Contractor.
f. MUI – Metasys User Interface.
4. PLACE OF PERFORMANCE:
St. Cloud VA Health Care System, 4801 Veterans Drive, St. St Cloud, MN 56303
5. SUPPLIES / PARTS:
• Contractor responsible to purchase refrigerant pump for the condensing unit that serves CRAC Unit #2
• Refrigerant Pump MTH 1.6HP PRE Unit
• Contractor is to provide and install OEM recommended parts.
6. SCOPE OF WORK:
• Contractor shall provide all transportation, labor, personnel, equipment, tools, materials, and any resources necessary to provide and meet these specifications.
• Contractor to replace electronic expansion valve, EEV2, indoor CRAC Unit #1.
(Contractor is not required to purchase. This part will be provided by VA)
• Contractor to purchase refrigerant pump for the condensing unit that serves
CRAC Unit #2
• Contractor responsible for all materials, cabling, programing, refrigerant, tools and man hours for the replacement/repair of these items.
• Contractor to place unit back into normal operation.
• Contractor to verify there are no active alarms on the unit. If necessary, command unit as the primary to enable operation for verification of operation and alarm state.
• Contractor required to verify proper operation of cooling unit(s) after installation/repair with VATR.
All work shall be performed in accordance with OEM recommendations.

8. VA TECHNICAL REPRESENTATIVES:
Primary: AC Mechanic Lead Alternate: AC Equipment Mechanic, Shop Supervisor
9. SCHEDULE:
Contractor shall perform on-site during normal business hours, 8:00 am to 4:30 pm, Monday through Friday, excluding Federal Holidays, unless otherwise coordinated with the
VATR.
The Contractor shall provide a minimum of 24-hour notice of any schedule changes.
10. GRAY MARKET PREVENTION:
Gray market items are Original Equipment Manufacturers’ (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for a services contract for maintenance of equipment for VA Health Care Systems. No remanufactures or gray market items will be acceptable.
The delivery of gray market items to the VA in the fulfillment of an order/award/contract constitutes a breach of contract. Accordingly, VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at VA’s election, allowing the Contractor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA Health Care System upon discovery of such items.
Used parts are NOT permitted to be used to repair or replace equipment.
The Contractor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed medical supplies, medical equipment, and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter from the OEM, or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM.
11. SAFETY REQUIREMENTS AND REPORTING:
The Contractor is solely responsible for compliance with all federal, state, and local laws, the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable and shall perform all work in a safe manner as required by these standards.
The Contractor shall implement an Occupational Safety and Health Plan to ensure the safety of their personnel, as well as the protection of Government personnel and property.
Additionally, the Contractor is responsible for the safety and health of all sub-Contractor employees.
The Contractor shall provide a verbal report to the CO within 24 hours of an accident resulting in injury, death, occupational disease, or adverse environmental impact.
12. SECURITY REQUIREMENTS:
BADGES:
Contractor and/or all sub-contracted personal are required to always wear and have visible a Contractor Badge.
Badges are issued by Facilities Management (FM), B-3, second floor. FM Office hours are Monday – Friday, 8:00 am – 4:30 pm.
The Contractor shall be required to obtain and display identification badges for all employees requiring access to the St Cloud VA Facility.
These badges will be Government furnished and issued to Contractor employees upon initial entry, under contract.
Identification shall be always worn on the outer clothing between the neck and waist on the front of the body and visible with the Contractor’s name plainly displayed.
Loss of a contractor badge shall be reported to the VATR no later than the following workday.
All contract personal shall be checked in by Facilities Management (FM) located in building 3, second floor.
13. DAMAGE TO GOVERNMENT EQUIPMENT AND PROPERTY:
The Contractor shall take all necessary precautions to prevent damage to Government equipment and property.
The Contractor shall report damage of Government property or equipment to the Contracting Officer and/or VATR within 24 hours of the incident.
