About this file

This is a Justification for Brand Name or Single Source Award document from the Department of Veterans Affairs for the purchase of a Sonosite PX Ultrasound System, with an estimated value of $29,640.00. The procurement is being conducted under FAR 13.106-1 for an amount over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

The justification explains that the Fargo VA Medical Center requires this specific brand due to compatibility with existing Sonosite transducers, which cost approximately $7,500 each. The facility already operates Sonosite ultrasound machines, and the transducers can be shared across departments. Market research identified several potential vendors including DGA Medical LLC, Bravo Inc., and Synergy Medical Inc., all verified through VetCert. Additional research through GSA eLibrary, NAC Medsurg Catalog, FPDS, and DSBS was conducted, with DSBS showing 110 SDVOSBs, 5 VOSBs, and other small business categories under NAICS code 334517. The contract was ultimately awarded to Bravo, Inc. for $29,790.00 on December 12, 2024.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name or Single Source Award IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-25-AP-0712 Title: Sonosite Ultrasound System

1. Contracting Activity:

Department of Veterans Affairs, NCO 23, Service Supply Team 2

Requesting Activity:

Department of Veterans Affairs, VISN 23, 437 Fargo VA Medical Center.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This contract is for the purchase of Sonosite PX Ultrasound System (Brand Name Only). The Facility currently operates Sonosite Ultrasound machines.

The estimated value of the proposed action is $29,640.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Sonosite ultrasound equipment has proprietary transducers that are compatible. The facility has previously purchased transducers. The extra transducers can be shared with other departments currently utilizing the Sonosite PX machine. Research shows each manufacturer of an ultrasound machine has their own trademark transducer which slightly different from another manufacturer.

This ensure the pieces are not interchangeable. For Sonosite transducers to work you must have a Sonosite PX ultrasound machine. The transducers are approximately $7,500.00 apiece and most departments needs more than one type to meet the needs of the Veteran. Only a particular brand or "make" is compatible with existing inventory. Any deviation from the process would be a duplication in cost. The requested product is essential in maintaining continuity and to remain in compliance with established standards. Non-standardization could result in more equipment down time and would be a contributor to patient safety concerns. Any other ultrasound machine would result in a significant hardship to the Government.
