* Is an estimated number. These items are on order and should arrive prior to contract award.
2. Is the contractor only required to deal with pallets of equipment and the storage of said pallets?
a. Yes, this procurement is for warehousing palletized items unless the item, such as Beds, that do not fit on a pallet. The contractor will receive palletized items, store and track palletized items, and load palletized items onto trucks.
3. When the VA says they need something do we just then provide the pallet that is already complete (from when it was received)?
a. All items will be sent by the VA on Pallets unless it does not fit on a pallet.
When the item is request, the entire pallet will be requested.
4. When pallets are received is there an expectation that they are broken down by item and stored on shelves? When a pallet is prepared for shipping, do we "pull stock" from shelving to then be put together on a pallet (with various items from multiple shipped items) when the VA needs them essentially making us a packaging center?
a. The expectation is that the pallet will not be broken down. The entire pallet will be stored and tracked. The only time a pallet will be broken down is if the items need to be transferred to another pallet. For example, the pallet is broken, the shrink wrap is damaged, or the pallet needs to be restacked.
5. If we are to be a full packaging center, will items arrive in sufficient packages to be re-shipped in? The concern is that there is no way to know how many "boxes" we might need to "repackage" equipment on a daily or weekly basis. Could the
Government provide any estimate on this?
a. The Department of Veteran Affairs is not requesting a packing operation.
This procurement is for warehouse operations.
6. Section 2.3 Climate Control (page 5): Would a monitoring system and log that shows compliance with the requirements in section 2.6 (page 5) of this Scope of Work be acceptable to meet this requirement?
a. This is something that be reviewed during a Department of Veteran Affairs
Site Visit during the Solicitation Evaluation.
7. Section 2.7 Delivery/Pick-Up (page 5): Will all pallets be prepared for transport or will they need to be prepared prior to transport?
a. Most pallets will be prepared for transportation. An occasionally pallet may need to be adjusted because of broken pallet or shrink wrap is torn.
8. Section 2.7 Delivery/Pick-Up (page 5): Will VA personnel load the pallets for transport or would loading be included in the scope of this contract?
a. Department of Veteran Affairs personnel will assist with loading coordination. The contractor is responsible for loading and unloading pallets.
9. Section 2.9 Will Call (page 5): What is the estimate for after hour pick-ups per month?
a. It is anticipated that most pick-up and delivery will occur during normal Department of
Veteran Affairs hours of operations, 7 AM to 5 PM Central Time Monday through
Friday. After normal operation hour pickup and weekend picks are anticipated to be done only if COVID needed increases or another natural disaster occurs.
10. Section 2.13 Individual Keyed Entry (page 6): What is the required response time to allow an employee to meet VA personnel to support keyed emergency access?
a. The Department of Veteran Affairs is expected that the Warehouse is manned and in operations during normal operating hours. During non-operating hours the
Department of Veteran Affairs expect that the Warehouse be secured with an entry control system, alarm system, etc. to ensure that all Department of Veteran Affairs property is secure and accountable.
11. Section 6.1.2.1 Receipt (page 8): How does this section align with Section 2.2 (page 4/5) which states all supplies will be received by VA, inspected, and then moved to contractor warehouse?
a. All Department of Veteran Affairs property will be received by the Veteran Affairs
Personnel at a Department of Veteran Affairs Location when ordered from a supplier.
It will be inspected and received at the Department of Veteran Affairs Location. It will then be transported to the contracted Warehouse Operations for storage.
12. Will the USG consider an extension of the RFP due date to 15 Jan 2021 or 18 Jan 2021?
a. No, Since this procurement is critical to the VISN 23 COVID 19 Operations it is critical that this warehouse operations be up and running as soon as possible.
13. Does the USG have an ideal number of personnel they would expect to work on this contract?
a. The Department of Veteran Affairs is not in going to dictate to a contractor how to manage their operations.

0001, Delivery/Pick-Up Fee Of Existing Inventory, can the USG provide the following information:

c. Is this a one time move, i.e., will we be asked to move additional material 6 months into the contract?

c. Will the USG provide additional information as to what they expect in the COVID-19
Warehouse Breakout Safety Response Plan?
i. The Department of Veteran Affairs is anticipating a procedure on how an
COVID positive be handled. Will items be disinfected? How is it disinfected?
Etc.
16. On page 8, Paragraph 9. SCHEDULE FOR DELIVERABLES, the USG provides separate tasks and deliverables for a series of reports.
a. Will the USG allow for combining reports which are on the same frequency? For example, can the Daily Inbound/Outbound Report (Task #6.1, Task #001) be combined in the same report with the Discrepancy/Damaged Goods Report (Task
#6.1, Task #006)?
i. All reports will be coordinated with Department of Veteran Personnel. The reports will be
17. On page 7, Paragraph 3. PERFORMANCE PERIOD, it states, "Base period: February 1, 2021 to December 31, 2021..." and "...Option Period 1: February 1, 2022 to December 31, 2022." However, on page 1 (SF1449) in box 20, it states "... Base period of performance:
