About this file
This is a Sources Sought Notice for design-build services to fabricate, deliver, and install banner signage at the San Diego VA Healthcare System. The Department of Veterans Affairs, through its Mesa Annex contracting office (Contracting Officer: Felicia Simpson, felicia.simpson@va.gov), is conducting market research to identify qualified contractors—particularly Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone, and other small businesses—capable of performing this work. Responses must be submitted in writing by May 13, 2026, at 10:00 AM Mountain Time and should include company name, address, point of contact, phone/fax/email, DUNS number, CAGE Code, Tax ID, small business designation, and a detailed capability statement demonstrating technical expertise.
The project involves surveying existing conditions on the exterior facade (south and east of Parking Structure 3) at the San Diego facility, developing a banner attachment strategy, producing durable open-mesh banners capable of resisting wind loads, and installing banners on existing structural elements without drilling into the parking garage concrete. Installation is required between June 22 and July 1, 2026, with a preferred date of June 26, 2026. The banners must allow for future removal and replacement, and all work requires VASD approval, permit posting, and VA representative presence on site. The NAICS code is 339950 (500 employees). This notice does not obligate the Government to award a contract, and no reimbursement will be provided for response costs. Potential offerors must register in SAM.gov and ORCA, and SDVOSB or VOSB firms must also register with the SBA-DSBS Registry.
