The purpose of this amendment is to provide answers to questions and incorporate Service Contract Labor Standards Wage Determination 2015-5629, Rev. 20 dated 12/27/2022.

This solicitation has been extended, offers must be received by Friday, January 27, 2023 by 3:00pm MST.

QUESTIONS AND ANSWERS

Question 17: Do you have the dimension of the VALL logo and where does the logo have to be placed?

Answer 17: This is a new requirement; VALL logo dimension and placement will be at contractor’s discretion with approval by the COR.

Question 18: Is the 20 passenger requirement with or without wheelchairs on board?

Answer 18: 20 passenger bus (18 regular and 2 wheelchair bound spaces).

Question 19: Is the service requirement 'every fifteen minutes to every thirty minutes between stops' or 'every fifteen minutes between pick-up points'?

Answer 19: Every 30 minutes between pickup points.

Question 20: If the service times change during each day, what hours of operation require fifteen minute service and what hours of operation require thirty minute service?

Answer 20: No hours require 15 minutes, just 30 minute intervals.

Question 21: If/when the third location is added, will the required service times change? If so, what will they become?

Answer 21: No.

Question 22: What are the exact shuttle stop locations? Are there other vehicles operating in those driveways?

Answer 22: Main hospital, ACC, and Women’s Clinic. Yes.

Question 23: Are there any clearance height restrictions along the shuttle routes?

Answer 23: No.

Question 24: The RFQ mentioned (2) 20 Passenger Vehicles with ADA Lifts. I did not see anywhere that specified any limitations on the year/make of the vehicle. Is that up to our discretion?

Answer 24: The vehicle must be presentable to the public eye and in great operating conditions.

Question 25: Page 7 references five total years “(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.” While page 18 references six total years “This shuttle service request is for a base year plus five years of additional services.” Which is correct?

Answer 25: The statement from page 18 has been removed. The contract is a base plus four option years.

Question 26: “Drivers shall check-in with VA Loma Linda Fleet Department located at ACC room 1D212 prior to commencement of work and keep Fleet Department informed of any mishaps. Can you elaborate on what a check-in means? Is that by phone or in person?

Answer 26: In person prior to picking up their vehicles.

Question 27: “Shuttle Service Company shall have a weekly in person meeting with the COR to discuss any updates and/or issues.” While the pandemic is still affecting operations, we have some employees with pre-existing conditions that have been working remotely. Can these meetings be virtual if needed?

Answer 27: Only drivers are required to meet in person.

Question 28: “The Contractor is required to provide employee shuttle services every fifteen (15) minutes between pick-up points.” Page 19. Is that a pickup every 15 minutes at all three pickup locations? When the third pickup location is added, will that time period increase? Can you confirm that during the 10 minute driver breaks we would not hit these marks if it is every 15 minutes at both stops?

Answer 28: It can be 30 minutes. 30 minutes should be enough. Yes.

Question 29: If a shuttle driver is not vaccinated, can you clarify what steps they would need to take to be a driver? Are there any exemptions to this?

Answer 29: See VHA Supplemental Contract Requirements for Combatting COVID-19.

Question 30: Are there any requirements for employee healthcare insurance, dental insurance, or vision insurance?

Answer 30: This contract does incorporate the Service Contract Labor Standards; see Wage Determination.

Question 31: Are there any employee holiday pay requirements?

Answer 31: See incorporated Wage Determination 2015-5475 Rev. 19 dated 12/27/2022.

Question 32: Are there any on-site parking locations that we can leave the two buses overnight?

Answer 32: Yes, gated parking lot on-site.

Question 33: Are there any on-site storage facilities we can use or anywhere we can leave a storage shed?

Answer 33: Possibly, depends on how big.
