The purpose of this amendment is to provide answers to questions.
QUESTIONS AND ANSWERS
Question 1: Do you have the previous bid tabulation?
Answer 1: There is no previous bid as this is the first contract.
Question 2: Is there a certain amount of wheelchairs seats needed for each shuttle bus?
Answer 2: At least 5 wheelchair seats per shuttle.
Question 3: Will you provide a schedule for rotation and amount of riders that need to be transported throughout each location?
Answer 3: Yes, a schedule and amount of riders will be provided.
Question 4: Can you tell me if there is a current contract in place for this requirement? If so, can you tell me the contract number?
Answer 4: This is a new requirement.
Question 5: Can only Veteran-owned business submit bids? If not, in the requests it asks for shuttle services/travel/relocation, quantity 12, Unit MO. Quantity: 12 - is that ne number of vehicles needed, or the number of hours? Unit: MO – is this abbreviation for “motorcoach”? Do you have the addresses where they will be traveling to?
Answer 5: This is a service disabled veteran owned small business set aside. The quantity is 12 months. See statement of work Section 2.
Question 6: Is a 20 passenger shuttle bus the only option or can at least 1x shuttle bus be 15 passenger?
Answer 6: Only 15 passenger buses are needed.
Question 7: Can a shuttle van be an option for transportation services?
Answer 7: A shuttle van can not be used due to wheelchair accessibility.
Question 8: Page 18 mentions relief drivers for the 4, 30-minute meal breaks daily. Modifying the schedule to allow for additional CDL drivers daily to cover a total of 2 hours when drivers are breaking will significantly increase costs. It would be much less expensive to go down to one shuttle for these short periods of time daily. But we can absolutely provide a relief driver if 2 shuttles must be running at all times.
Answer 8: At least 2 shuttles must be running at all times.
Question 9: ADA rental shuttles are not readily available, will the site allow one ADA vehicle during repair / regular vehicle downtime?
Answer 9: Rental vehicles are at the contractors expense.
Question 10: How many wheelchair spaces are required?
Answer 10: At least 5 wheelchair seats per shuttle.
Question 11: What are the ‘peak’ and ‘off peak’ hours of operation?
Answer 11: Those are times when things slow down, early afternoon and late afternoon.
Question 12: Is there an existing shuttle service similar to this requirement? If so, is it operated by the VA or a contractor? If a contractor, what company?
Answer 12: This is a new requirement.
Question 13: Will the VA provide secure spaces for shuttle parking on nights & weekends?
Answer 13: Yes, the shuttles are parked overnight at the Ambulatory Care Center (26001 Redlands Blvd.) in a gated parking lot.
Question 14: Page 18 of the solicitation, Section 3 Scope – Item 4 says breaks are to be provided (off peak). What times are considered (off peak)?
Answer 14: Those are times when things slow down, early afternoon and late afternoon.
Question 15: Page 19 of the solicitation, Section 3 Scope – Item 10 says there will be weekly, in person meetings. How long will these meetings typically last?
Answer 15: These meetings typically last about 30 minutes.
Question 16: Will the VA provide a place to park the shuttles overnight or is the contractor required to find its own offsite parking?
Answer 16: Yes, the shuttles are parked overnight at the Ambulatory Care Center (26001 Redlands Blvd.) in a gated parking lot.
