About this file
This document is a justification for a sole source award of a construction contract by the Department of Veterans Affairs. The contract is for Electronic Health Record Modernization infrastructure upgrades at the Sepulveda Ambulatory Care Center VA campus, including renovations to training rooms to modernize equipment and configurations for computer lab classrooms and presentations. The period of performance is 365 calendar days. The justification cites authority under the Veterans Benefits, Health Care, and Information Technology Act of 2006 to directly award the contract to Talion Construction, a verified Service-Disabled Veteran-Owned Small Business, based on their experience with similar projects. Market research identified over 2,600 verified Veteran-owned small businesses eligible for this opportunity. The independent cost estimate found the proposed costs to be fair and reasonable.
