E.2 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS
ADDENDUM
This procurement is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures.
The Department of Veteran Affairs (VA) intends to award a Firm Fixed Price Contract to provide landscape and grounds maintenance services for the Veteran Affairs Greater Los Angeles Healthcare System (VAGLAHS) for Sepulveda Ambulatory Care Center & Nursing Home and Mission Hills Golf Course
1. Submitting your offer: Submit your company’s offer electronically via email to Tracey Williams- Douglas at tracey.williams-douglas@va.gov.
2. Inquiry or questions: All questions must be submitted electronically via email to the POC: Tracey Williams-Douglas at tracey.williams-douglas@va.gov and must be received by June 29th, 2020 at 3:00 PM PST. All questions will be answered via an amendment on or about June 30th, 2020 by
3:00 PM PST.
3. Submission deadline: Offer is due on Friday, July 3rd, 2020 at 12:00 PM PST. Submit your offer directly via email to the POC: Tracey Williams-Douglas at tracey.williams-douglas@va.gov All email attachments in response to this solicitation shall be in either Adobe or Microsoft Office format.
Offeror is advised that the Government may be unable to receive other types of electronic files (e.g.
compressed or zip files) or files in excess of ten (10) megabytes (MB).
Upon receipt, a notification confirming receipt of email will be sent to the Offeror. It is the offeror’s responsibility to ensure all required documents are included and completed as required by this solicitation. Offer(s) shall be considered non-responsive if not received on time.
4. Socio-economic Group: Offeror must be verified Service-Disabled Veteran-Owned Small Business (SDVOSB) at the time of offer submission due date and at the time of award. The small business size standard that applies to this acquisition is stated in Block 10 of the SF1449 of this RFP along with the North American Industry Classification System (NAICS) code on which it is based.
5. Job Site Walk-Through: The jobsite Walk-through will take place on June 26th, 2020 at 8:30 AM at the VA Greater Los Angeles Healthcare System, Sepulveda Ambulatory Care Center, 16111 Plummer St., North Hills, CA. 91343. Contractors will meet at Parking lot A at Plummer St entrance for the walk thru. The jobsite walk-through is not required but highly encouraged. Please confirm attendance for the site visit by via email to tracey.williams-douglas@va.gov by June 25th, 2020.
6. System for Award Management (SAM) Registration: Offeror must be registered and active in
SAM at the time of offer submission due date and at the time of award.
7. Wage Determination: The Wage Determination provided in Section D applies to this solicitation.
8. Requirements for Submittal: The following sub-sections are the requirements to be submitted by the offeror:
1) Offeror must provide a cover sheet to include the following:

ii) Company’s name, address, point-of-contact, phone number, email address

2. If so, what is the amounts of each award? The awarded amount was $247,964.00.
3. What is the contract numbers? GSA Contract# GS-21F-0139X-36C26220F0299.
4. What is the period of performance on these contracts? The performance period for the current contract is 4 months.
5. Can you please provide the name of the current vendor that's providing the grounds maintenance services? ValleyScapes
6. What was the value of the last option year of the contract and the full term of the contract? Please see question 2 for value. Full Term of previous contract is 4 months.
7. Can you please provide the solicitation number to the previous contract? There was no solicitation for the previous contract.
8. Where is the pressure washer stored? The pressure washer is stored in the landscape garage or adjacent.
9. What are the responsibilities regarding power spraying? Please review section 4.8.2 of the performance work statement.
10. Are there any noise restrictions at Building 99? Normal Landscape maintenance noises are acceptable. i.e. mowers and blowers.
11. What time can we use our gas blowers, mowers, and weed whippers? Blowers are best used early in the performance work schedule for parking lots, while they are empty. For all other areas it is suggested to use blowers early whenever possible.
12. How many irrigation controllers are there on site? There are approximately 25 controllers with 24 sta. capacity.
13. How many stations per controller? See previous question.
14. Is the entire property irrigated automatically or is manual watering required? Most of the property is irrigated where turf is maintained.
15. Is re-seeding for turf included in the monthly contract? Please review the Scope of the solicitation in section 3.
16. Are you expecting us to trim 500 individual trees in 5 years? Please review section
4.4 of the performance work statement.
17. Approximately how many trash cans? There are approximately 50-60 trash cans.
18. What is expected for the decorative fountain cleaning? Fountain care shall include the removal of debris, leaves, bugs, dirt and build-up on the surfaces.
