DESCRIPTION OF PROBLEM OR INFORMATION BEING REQUESTED

Please be specific as possible:

1. Please clarify contract Clause C.12 – does this mean the contractor or its subcontractor shall maintain pollution control insurance and have a valid C- 22 asbestos license as well as a Division of Safety and Health (DOSH) license as required by California?

2. Please clarify license requirements.

3. If each tile is removed one at a time and the ceiling is not left open, does there need to be negative pressure HEPA -0.02 WC controls along with containment?

PROJECT MANAGER’S RESPONSE

1. Clause C.12 [VAAR 852.237-70 Contractor Responsibilities] is self-explanatory. It is the awarded Contractor’s responsibility to obtain any/all necessary licenses and/or permits required to perform contracted work… in addition to safety and insurance as required by laws of the State of California. There were no specific requirements listed in the solicitation stating or identifying pollution control insurance, C-22 Asbestos license, etc.

SDVOSBs seeking to submit offers / quotes are reminded of the Limitations on Subcontracting clauses incorporated as part of this solicitation announcement.

2. License and offeror submission requirements for this solicitation action are/were identified in E.4 52.212-4 Evaluation – Commercial Items.

3. Specific means and methods of performance are the awarded Contractors responsibility. However, be reminded this is an active hospital / medical center environment and the awarded Contractor should be fully aware of and versed in The Joint Commission, American Society of Healthcare Engineers (ASHE), and NFPA 99 standards when working with open ceilings and any required containment / HEPA water column controls for pressurized environments. SDVOSBs seeking to submit offers / quotes are reminded of the Limitations on Subcontracting clauses incorporated as part of this solicitation announcement.
