AMENDMENT: A00003 to 36C26218R0502
1. Section B.3, is amended by adding paragraph 18 as follows:
18. The Contractor shall provide the instructions and or Post Orders given to Security Guards in writing to the Contracting Officer within ten days of performing services under the contract.
2. Section E.3 52.212-2 is amended by updating as follows:
E.3 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)
BASIS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation offers the lowest price and that price is found to be reasonable. Price is the only factor that will be evaluated. After making selection of the lowest, reasonably priced offer, the Contracting Officer will determine if the selected Offeror’ is responsible. In addition to the General Standards of Responsibility found in FAR 9.104-1 and in accordance with FAR 9.104-2, the following Special Standards of Responsibility apply to this procurement:
Special Standards of Responsibility – This special standard of responsibility will be used to ensure the offeror has the specialized experience providing Security Guard Services.
Those offerors who fail to meet the Special and General Standards or Responsibility will not be eligible to receive award.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

3. Section B.2, is amended by updating as follows:
B.2 PRICE/SCHEDULE
SCOPE OF WORK:
The Department of Veteran Affairs Long Beach Healthcare System (VALBHS) requires a contractor to provide Security Guard Services at five (5) Community Based Outpatient Clinics (CBOC), and one (1) Community Resource and Referral Center (CRRC). This firm fixed priced (FFP) contract shall be effective for a period of one base year with the Government’s option to extend the contract up to four one year option periods.

4. The following are questions received but not addressed in Amendment A00002, with the corresponding answers received pertaining to solicitation 36C26218R0502:

M-F excluding weekends and holidays.
| 2. Can the government clarify the amount of hours required? The wage determination requires paid holidays at regular time for not working on holidays. That total should be 2210 if it is 8.5 hours per day Monday-Friday. |
| The number of hours has been verified and updated in the enclosed updated schedule of services and price. |
Services will be provided M-F, 8-4:30pm, 8.5 hours per day per guard providing services. The Government will only pay for hours worked. For instance, if a guard is two hours late for duty and no replacement was provided, Contractor shall only bill for 6.5 hours on that day.
| 3. The SOW requires a “Security Supervisor” to perform 12 tasks including a person “To act for the Contractor on a day-to-day basis at the work site, or via telephone” but there is no CLIN for this position. Can CLIN be added for this position? See A00001. |

| 4. #12 on the SOW requires a “Program Manager” but there is not a CLIN for this position. Can a CLIN be added for this position? |

A list of the Incumbents employees will only be provided to the successor after contract award.
Additionally, the Awardee’ will not be allowed to adjust contract pricing after the contract is awarded. Offerors’ are reminded to price their proposals accordingly.
