About this file

This is a Draft Statement of Work (SOW) for the Health ViEWS Survey, a follow-up study conducted by the Department of Veterans Affairs (VA) in partnership with the National Center for PTSD. The project, led by Principal Investigator Rachel Kimerling, Ph.D., with Project Manager Gisselle Tamayo, will examine long-term health outcomes, disability, service utilization, and aging-in-place needs among women Vietnam-era Veterans using a life-course epidemiology framework. A secondary objective is to archive the dataset as a durable VA research resource for future PTSD investigations among older adults.

The contractor must meet substantial qualifications, including demonstrated experience conducting large-scale surveys (4,000+ responses) with Veterans aged 55 and older, particularly women Veterans and Vietnam-era cohorts. Required capabilities include tracing and identity resolution using commercial databases; an active Authority to Operate (ATO) with VA; an internal Institutional Review Board (IRB); mental health safety protocols with warm handoff capability to the Veterans Crisis Line; secure Computer-Assisted Telephone Interviewing (CATI) systems; and compliance with VA data security, privacy, and FISMA requirements. The contractor cannot use subcontractors and must perform all work remotely. Tasks span six major deliverable areas: project management and communication; sample processing with batch tracing and address verification; mail survey administration (four-part mailing sequence to approximately 3,164 eligible Veterans with up to $75 post-incentive payments); telephone CATI follow-up for mail nonresponders; data capture and quality control with 100% verification for manual entry; and final data delivery in Stata format with comprehensive documentation and data destruction certification. The period of performance is September 1, 2026 through August 31, 2027 (12 months), with an optional one-year extension available for survey weighting statistical support. Monthly progress reports are required, and the contractor must maintain secure data handling consistent with VA Handbook 6500 and comply with extensive information security, privacy, and breach notification requirements outlined in Appendix C.

Draft Statement of Work

Title of Project: Health Views Survey

1. Background

The Department of Veterans Affairs (VA), with support from the National Center for PTSD, will conduct the Health ViEWS Follow-Up Survey of the Vietnam Women’s Health Study.

This cohort represents the most complete enumeration of women who served in the Vietnam theater and comparison groups who served in the U.S. or other locations. The project will be led by Principal Investigator Rachel Kimerling, Ph.D., with Gisselle Tamayo serving as Project Manager. As the first generation of women Vietnam-era Veterans reaches late life, their numbers and care needs are increasing, yet little is known about their long-term health, disability, service utilization, and aging-in-place needs.

This follow-up project will use a life-course epidemiology framework to examine how warzone service and PTSD onset and duration contribute to cumulative physiological burden and long-term health trajectories. The study will assess late-life health, functional status, disability, long-term care needs (formal, informal, and institutional), and the use of VA and non-VA services, including the influence of chemical exposures. Findings will inform VA planning and implementation related to the PACT Act and the Elizabeth Dole Home Care Act by supporting effective, timely services that promote aging in place for older Veterans.

A secondary objective is to archive the Health ViEWS dataset as a durable VA research resource to support future investigations of PTSD among older adults, which is critical to the mission of the National Center for PTSD. This will enable comparisons with male Vietnam Veteran registries and facilitate integrated analyses of long-term outcomes across cohorts.

2. Scope

2.1 Required Experience and Qualifications

2.1.1 Experience with Veteran Populations

The vendor must have demonstrable prior experience conducting large-scale (4000+ completed responses) survey research with the Veteran population, including:

b) Large surveys specifically involving women Veterans.

c) Experience recruiting and surveying Vietnam-era Veterans is strongly preferred

2.1.2 Tracing and Identity Resolution Capability

The vendor must demonstrate the capability to locate and trace participants using non-public databases and commercial tracing resources (e.g. Experian, Lexis-Nexis) via industry-standard methods to obtain updated addresses, telephone numbers, and other contact information.
