04/17/20 10:00am (PST) The RFQ amendment is to post question and answers related to this acquisition.

The RFQ due date is extended to April 17th, 2020, 10:00am (PST).

1) Schedule B CLIN 0001 Quantity 684 appears to be a total for CLINS 0002 Quantity 368 and 0003 Quantity 316 and the same for the option period CLINS. If Offerors fill in the table as it is the Grand Total will include duplicate amounts (e.g. Amount for CLIN 0001 plus Amount for CLIN 0002 plus Amount for CLIN 0003 etc.). Can the government provide clarification on how Offerors should fill in the table or will the government provide a revised table? – There is taking samples, CLIN 0001, and there’s Laboratory Analysis (

2) Schedule B CLINS 0003 and option year CLINS for HPC refer to Attachment #1 for Quarterly Water Sampling and Testing. Attachment #1 only lists Legionella testing. Can the government provide the Quarterly Water Sampling and Testing for the HPC requirements?

3) Section 5.1.1.4 Calls for “Each quarter the contractor will collect 86 domestic water and 6 industrial water samples for legionella, 73 dental water line samples for HPC, and 6 industrial cooling tower water samples for HPC.” Can the government clarify that the “6 industrial water samples for legionella” are the 6 cooling tower samples shown on Attachment #1 for Quarterly Legionella testing? Or, provide clarification on where the “6 industrial water samples for legionella” will be collected? Also, can the government clarify where the “6 industrial cooling tower water samples for HPC” will be collected?

For questions 3-5, there is taking samples for Legionella and sending/receiving for laboratory analysis, CLINS 0001/0002, and the same for HPC, 0003. The requesting station does not believe all samples that acquired will be sent for actual testing.

4) Section 5.1.6 States “6 Locations are listed in the PWS Addendums below under “Quarterly Water Sampling Locations.” The PWS does not include the referenced Addendum. Can the government provide the Addendum for Quarterly Water Sampling Locations?

See Attachment #1

5) Section 5.2.1 States “Lab Testing shall be performed at a CDC Elite certified analytical laboratory with at least 5 years of experience in environmental testing as stated in the VHA Directive 1061 requirements.” VHA Directive 1061 does not require that a CDC Elite certified laboratory have at least 5 years of experience. Will the government please remove the reference to 5 years of experience as it is not required under VHA Directive 1061 or CDC ELITE Certification? Similar VA requirements have asked for 2 years of experience but not in relation to a requirement of VHA Directive 1061 or CDC ELITE certification.

We have the authority to determine the acceptable thresholds with CDC Elite standards as a minimum.

6) RFQ SF 1449 Shows NAICS 561210 Facilities Support Services $41.5M. The RFQ require services for Legionella water collection and laboratory testing. Will the government clarify the NAICS and size standard? Similar SDVOSB set-aside VA Legionella Water Testing services have been competed under NAICS 541380 Testing Laboratories $16.5M or 541620 Environmental Consulting Services $16.5M.

This is an SDVOSB set-aside, vendors verified by VIP. The set-aside has already been established where size determination are not a factor.

7) Submission Instructions (a) (4) States “The sub-contractor will be contacting to affirm primary and sub agreement.” Can the government clarify this statement?

This should read; “sub-contractor will be contacted to affirm…” typo.

8) Are there any sample locations that are considered non-potable? For example, sinks or drinking fountains vs. decorative fountains or cooling towers.

a. The difference between the two relates to the sample bottle requirements, 1-L vs. 250 mL.

b. Also relates to sample shipping costs.

Cooling towers are included in the HPC and legionella testing required under the contract. Refer to the Performance Work Statement Section 5.1.1.4 and 5.1.1.4.1.

9) Does the VAPAHCS have a preference on analytical methods? CDC vs. ISO and potable vs. non-potable if applicable?

a. We will be using a CDC Elite Lab that can perform either method type.

VACCHCS has no method preference. The method selected by the CDC Elite Lab must be a traditional culture method that detects all species of Legionella.

10) Does the VAPAHCS have a preference on serogroup 1 - 14; or test for serogroup 1, then determine if a retest is needed for serogroup 2 - 14?

The laboratory should provide the specific serogroup, rather than generalizing the serogroups as 1-14.

11) Does the VAPAHCS want non-pneumophila legionella species or just confirmation that the legionella detected is non L. pneumophila?

The Legionella Species should be provided.

12) For Emergency sampling, what is the timeframe to collect samples for retesting?

a. We have confirmed with the analytical lab that samples can be held for 15 days in case additional testing on those samples is required, but if we need to collect samples for a retest we want to know how many hours/days we have to coordinate and travel to the facility.

Emergency sampling shall be conducted within 3 business days from the date of the VA’s request.

13) Does the VA have specific training requirements for Legionella water sampling/water sample collection?

a. There is no formal certification for Legionella sampling at this time for State of Federal compliance sampling. We would be following and complying with the CDC and industry standard practices, standard operating procedures, and directives available.

The VA does not require a specific training curriculum. Expectations for training documentation is indicated in Section 5.1.1.3. Vendor’s staff performing functions under the contract must be sufficiently trained to adhere to all portions of the solicitation to include all references and the QASP.
