About this file

This document provides information regarding a federal solicitation for a mobile MRI scanner rental. The Department of Veterans Affairs intends to procure a mobile 1.5 Tesla MRI scanner to be located at the Redding Community Based Outpatient Clinic in California. The rental period is from April 1, 2020 to March 31, 2021, with an option to extend to June 30, 2021. The solicitation will be set aside for service-disabled veteran-owned small businesses. Offerors must be able to provide all supporting equipment to deliver the same level of MRI services currently available at other VA sites. The applicable NAICS code is 532490 and the size standard is $35 million. The solicitation is expected to be issued on January 23, 2020 and posted to SAM.gov. The document answers questions about the expected MRI usage frequency and power and data connectivity available at the rental location.

The purpose of this amendment is to answer requests for information (RFI).

RFI #1: What is the frequency of MRI use? Daily, weekly, Few times a month?

Answer: The scanner will be used Monday through Friday 8am to 4:30pm.

RFI #2: Is there existing power feed at the proposed MRI Location? If not, who is responsible to provide electrical feed and disc onnect?

Answer: There is existing power feed.

RFI #3: Where is the trailer’s physical set location? Is it easy access for delivery? Also, location of feed to physical location of trailer.

Answer: We have had 4 other trailers there and they were able to place all of them on the pad. The landlord paid for the pad and electrical and data feed.

RFI #4: If on a concrete slab is there r-bar in slab?

Answer: Yes, there is r-bar in the slab and we have had 4 other scanners on it.

RFI #5: Is there data/internet connection at the location? If Not, who is responsible to provide data?

Answer: Yes.

RFI #6: Is a lift gate required?

Answer: Yes.

RFI #7: This question is regarding MRI system specifications. I assume the VA will only accept an MRI system that is placed into a platform like a Van only if that MRI system is certified by the OEM to operate in such a platform (mobile)?

Answer: It doesn’t matter what type of mobile transport, but it would also require proper shielding, control room, and equipment room as part of the overall space. We would also need the same electrical/network requirements as the existing trailer to prevent having to conduct additional site preparation with the lessor. Most trailers do require certain stabilizers or concrete pad requirements to minimize vibrations, so based on the existing location, they would need to stabilize the trailer to accommodate. Ultimately, we would need it on a trailer format as the space will be vacated and cannot be a permanent structure.
