QUESTION:

1. PWS section 2.15 states “Check water pump for leaks. Inspect, clean, check for proper operation, and replace if required duct work, louvers, louver motors, clean vacuum boxes, panels, cabinets and controls. Replace any/ all leaking coolant gaskets. Check for correct thermostat operation, replace/ adjust as necessary.” PWS section 2.16 states that the contractor will “Inspect, check, repair leakage, drain condensate trap, and flexible exhaust section. Test for and remediate excessive backpressure on all generators to include diesel particulate filters (DPF). Inspect and check exhaust system hangers and support. Inspect and check insulation.”

PWS Section 2.21 calls for “Inspect, check, and replace brushes as needed per manufacture recommendations.” These PWS sections detail potential repairs to be made under a Firm Fixed Price. Without historical data on the number of repairs common in each category this requirement increases contractor risk significantly.

- Can the government provide the contractor with historical data on the number of repairs per year in each component category with details on the size of generators involved?

ANSWER:

See Attachment “A” Generator Listed 3-20-2019 for last inspection. Filters, (see Generator list for models of generators), connectors, lubricates, Fluids and all other associated liquids, which include but not limited, to oil, lube, antifreeze and fuel will be considered part of the FFP PM services. Needed replacement parts will be considered a (repair and will need to be competed.)
