The purpose of this amendment is to post the questions and answers generated from RFIs and to extend the response time to Monday, 9 December 2019 at 2:00 PM Pacific Time
Question: Section 26 08 00 Commissioning of Electrical System referring to specification 01 91 00 General Commissioning Requirements, please provide 01 91 00 spec if still required.
Answer: 01 91 00 is not required
Question: Can the Superintendent be the QC Manager and SSHO to minimize overhead cost as the specification provided is not clear.
Answer: Yes, as long as is in accordance with FAR 52.236-6 Superintendence by the Contractor
Question: In reference to Section C – Description/ Specifications/ Statement of Work, Specific Task 3.3 & 3.4, will the VA directly coordinate and bear the responsibility of the cost of the utility company to de-energize/energize the existing transformer when the GC is ready to be replaced with the new transformer?
Answer: The VA facilities where the work for this requirement is located does not need utility company intervention. Please refer to section 2.10 Schedule: Normal work hours will be 8:00am – 4:30 pm Monday-Friday excluding Government holidays unless otherwise approved by the COR. It is the intent of the Palo Alto VA Medical Center that the work is to be completed within 265 calendar days from the issuance of the Notice to Proceed (NTP). Any request to utility shutdowns must be requested in writing at a minimum of 30 days prior to the requested day of shutdown. These shutdowns are facilitated by the VA Engineering Staff for each facility, once a request is made by the contractor.
Question: In reference to Section C – Description/ Specifications/ Statement of Work, Specific Task 3.3 & 3.4, Vendors have exhausted all their options to try to find a transformer to meet these specs. Can the DOR/ VA engineer provide the manufacturer that is the basis of the design?
Answer: There are many manufactures that can provide the requested equipment such as General Electric, Cutler-Hammer, Square D, Larson Electronics, etc. see attached sample.
Question: Can the VA provide pictures of the primary side of both transformers that we walked?
Answer: See pictures attached.
Question: The Scope of Work 2.10, The schedule is to be “Normal Work hours”. The transformer replacement as well as the installation of the external sampling ports will require each transformer to be shut down. What will be the required shut down schedule? Will that be during normal work hours, days after 5 pm, weekends?
Answer: Weekend work may be required, all work outside of normal business hours must be coordinated with the COR.
Questions: Pease provide a site map of each campus, showing the identification and location of each transformer.
Answer: See attached Maps
Question: In reference to Section C – Description/ Specifications/ Statement of Work Specific Task 3.5, please provide size, primary & secondary data for the following transformer PAD 11, PAD 12, PAD 19, PAD 24, and PAD 26 to 31.
Answer: The task identified in paragraph 3.5 of the Statement of Work are ONLY for the new equipment to be installed
Question: In reference to Section C – Description/ Specifications/ Statement of Work under Specific Task 3.5, request the VA provide the drawings and specs of the existing Transformers to compare nameplates and evaluate location of the ports to be installed.
Answer: The task identified in paragraph 3.5 of the Statement of Work are ONLY for the new equipment to be installed. We are asking the contractor to verify the physical nameplate of the two new Transformers when they receive them to the specs and drawings that come with the units.
Question: In reference to Section C – Description/ Specifications/ Statement of Work, Specific Task 3.3 & 3.4, is temporary power supply needed during the power outage while replacing the 2 transformers? Or will the VA provide and install sufficient gensets to provide temporary power to Bldg 4 and Bldg 105 during the outage?
Answer: Temporary power is required for Bldg.4. Bldg.105 does not require back up power.
