The purpose of this amendment is to answer vendor questions and amend solicitation 36C26024Q0513.

1.) ATTACHMENT D- AMLK-SINGLE LINE DIAGRAM ELECTRICAL is hereby added as an attachment.

2.) Attachment E - MAIN SWITCH YARD PHOTOS is hereby added as an attachment.

3.) Attachment F – Transformer Name Plate is hereby added as an attachment.

1.) In the main Equipment it states 4 oil filled XFMRs -What are name-plates? Can you send photos?

-What kind of oil do they have?

Type II mineral oil

-How many Gallons?

2.) It states " Replace gaskets as needed" How many insulators are on these transformers?

12 Insulators total

3 primary and 3 secondary on each transformer

-How big are they and how many cables need to be disconnected if their leaking?

6 cables, approx. 10 ft long Each

3.) Main switch yard it states to inspect insulators and connections:

-Is there photos of the yard to help determine height of insulators?

12 total 3 Primary and 3 secondary.

-Is there a one-line of the substations Main Switchyard)?

4.) The request calls for cleaning and inspection of the entire substation in the Main Switch yard, will there be a scheduled utility outage to perform that task?

The government estimates it will take 4 hours or less for any scheduled utility outages for the Main Switch yard. Switching between feeders while testing is conducted is possible for a significant portion of the Maine Switch Yard- inspection, testing, and maintenance requirements. Note that this is an estimated time frame only, and not a guarantee that only 4 hours of work is required due to electrical shutoff’s.

5.) How many components are in the main Switchyard?

3 generators, above ground storage tank, and a transformer for components.

6.) Time Frame: Could you please provide clarification on the exact time frame for the scheduled work?

Based on similar previous requirements, it is estimated that on-site testing, inspection, and maintenance for the entire scope for this requirement can be completed within a three-week project schedule estimated at 40 hours per week (which includes estimated scheduled weekend outages) or less.

7. Is the work intended to be conducted over three consecutive weekends, or is there flexibility for weekday work as well?

As stated in the solicitation and SOW, the KTR will develop and submit a project schedule to the VHA COTR’s for approval.

Three consecutive weekends of work are not required, and there is flexibility for weekday work. However all project scheduling is required for review and ultimate approval by the VHA COTR’s. Therefore, the amount of weekend work is dependent upon a project schedule that will be ultimately approved by the VHA COTR’s.

8.) Electrical System Diagram: Do you have a single line diagram available for the entire electrical system?

See new attachment, “ATTACHMENT D- AMLK-SINGLE LINE DIAGRAM ELECTRICAL” added under this amendment P0001.

9.) Can you please provide a copy of a single line that shows all the equipment needed to be tested?

See “Attachment B- Master Drawing Index”

10. Can you please provide an updated copy of a coordination study?

There is no updated coordination study available at this time.

11.) Please advise quantity and sizes of “low voltage power circuit breakers” per SOW page 9 that need to be tested if not a typo.

15.) Is there any known issues with the MV switchgear that is to be tested?

The MV switchgear and equipment is tested monthly by VHA engineers. Currently, there are no known issues identified for the MV switchgear. However, that is not a guarantee that no issues will be identified during the inspection, testing, and maintenance as outlined in this requirement.

16.) Can you please provide the previous contract# for this work effort if it was previously performed?

There are no previous contracts for this requirement involving the inspection, testing, and maintenance of switchgear at the American Lake Campus only and as outline in the SOW. Previous contracts that involved similar inspection, testing, and maintenance included additional requirements.

17.) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

This is a new requirement, and a one-time services requirement as outlined in the SOW.

If not brand new, could you please provide the current / previous contract number?

There are no previous contracts for this requirement involving the inspection, testing, and maintenance of switchgear at the American Lake Campus only and as outline in the SOW. Previous contracts that involved similar inspection, testing, and maintenance included additional requirements.

18.) I didn’t see a site visit scheduled prior to bidding. Did I miss that or is this site unseen?

There is no site-visit scheduled for this soliciation.
