About this file

This document contains an amendment to a federal solicitation for anti-ligature door alarm system replacement services. The Department of Veterans Affairs Puget Sound VA Medical Center is seeking to award a firm-fixed price contract to furnish labor, materials, and expertise to replace the anti-ligature door alarm system. Only VIP-certified Service-Disabled Veteran-Owned Small Businesses may respond. The response period has been extended to May 11, 2021 at 5PM Pacific time. The amendment provides responses to nine questions from potential offerors. It clarifies requirements such as replacing full glass doors with mechanical privacy glass, acceptable methods for repairing holes from removed hinges, and confirming bottom door sensors are required. It also includes a room-by-room description and three photographs.

CONTINUATION PAGE

1. Some of the doors that are listed to be replaced have full length windows (Team Room A), not privacy glass. What is the intent for these doors (see attached photo 1)?

Answer: Replace the door and add a mechanical Privacy glass that measures as close as possible to the existing door.

2. The Rixson hinge top anchor point is to the metal door frame. Once removed, a 1” x 8” hole will exist. Dose the VA have a recommend repair procedure for this? Is it posable to get a picture of the door frame with the top Rixson hinge removed?

Answer: The vacated space of the Rixon Hinge should be filled back in with a stainless steel plate covering the area with flush mounted security screws or rivets as long as it does not create an additional ligature risk. Prefer that existing hinge be removed and plate screwed in with existing Rixon hinge mounting screws used to cover with a Blank plate.

Yes - Attached

3. Could you please clarify the total number of operator interfaces/control panels needed and locations?

Answer: A Total Quantity of 2 located at the existing locations.

4. When the bottom Rixson hinge is removed, a gap between two different types of flooring will exist. It's not likely to get matching flooring for a repair. What is an acceptable solution (picture 2)?

Answer: This needs to be filled with a concrete or non-toxic resin product that is floated to the existing level of the current slab. This filled space will then need to have a Vinyl patch installed that matches as close as possible to the current vinyl welded floor with the colors similar to the existing flooring on the unit.

5. Could you provide an updated drawing that identifies the affected door?

See attached room by room description

6. The SOW said that only one room at a time can be worked on. The floor layout makes that prone to patient contact. Attached (picture 3) is a proposed solution. Can this be worked out with the COTR?

Answer: There are certain rooms that will need to have through way access to at all times these will be provided 14 days prior to project start date. We will not be able to have missing doors in an overnight situation at any point in this project. The VA requires and we have a few rooms that we must have a redundant usage setup in advance. The VA will need to Follow up this answer within two weeks of the project start date. This is required due to patient census at the time of project start and how the ICRA standards can be met based on the patient census.

7. On page 5 of the solicitation under requirements, it states that the system shall have a sensor at the top of the door. Is one required to the bottom also?

Answer: Yes a bottom door sensor is required.

8. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

Answer: This is a one-time only new requirement.

9. Regarding this opportunity, that involves products and services. Does the Prime SDVOSB have to perform 51% of the services on the contract. Services would include installation, engineering, design, administrative, etc, (anything not a product)?

Answer: Please see 852.219–10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set Aside as referenced in 852.212-70 in the RFQ.
