Question #1: Page 4, 2.1 and p.5, 4.1 each mention “classified” material. Normally VAMCs do not produce classified material. Can you confirm if there is going to be classified material included in what is to be destroyed? If there is not, could you please remove the term from the solicitation? As you probably know, if there is classified material present it dramatically changes the scope of the destruction process, and pricing will likely be higher. Additionally, if the material is Secret level or higher, drivers will need to obtain a Secret level clearance, which takes a minimum of 30 days to put in place.
Answer #1: There will not be classified information. There will only be sensitive material.
Question #2: p.4, 2.2 and 2.3 – If Directive 6371 is the guiding document, which requires rendering material “unrecognizable and unreconstructable”, this level of destruction can be accomplished on site and does not require a second step. Can you please clarify that on-site shredding is acceptable if the requirements of Directive 6371 are met?
Answer #2: Where final destruction is performed away from a VA facility, the contractor shall follow the procedures established in VA Directive 6371, Destruction of Temporary Paper Records, dated April 8, 2014.
Question #3: p.4, 2.4 – Media is mentioned. Does this mean electronic storage material such as DVDs, CDs etc.? If so, this is normally priced differently than document destruction. If this sort of media is going to be present can you please provide the quantities expected and a separate CLIN line for pricing?
Answer #3: There will be media, such as DVDs and CDs, which is kept at 7% or less. This does not include electronic and metal items, such as hard drives. The media will not be separated from documents and will be put in the same bins and consoles. The requirement remains as written.
Question #4: p.4, 2.5 – Will bulk shredding be requested via an amendment or do you need pricing for bulk shredding in this bid? If so, will there be a separate CLIN for it? Will disposal of cardboard boxes be handled by the VA Answer #4: The requirement for bulk shredding located in the Statement of Work, Section 2.5, is deleted.
Question #5: p.4, 2.6 – Would you please clarify if the cardboard mentioned here is lightweight office generated cardboard rather than cardboard boxes? Boxes are heavier material and cannot be shredded with paper, the recycling plant will not accept the mixed material and so it would have to be landfilled. Even larger amounts of very lightweight cardboard such as courier envelopes is not accepted.
Answer #5: The amount of lightweight cardboard which may be in the bins is very minimal. We do pull out any corrugated cardboard that may end up in the bins.
Question #6: p.5, 5.7 – Please confirm that there will be sufficient lead time when there is a need to add containers, and if our assumption is accurate that requests to add or subtract containers will be handled by modification?
Answer #6: Yes, there will be sufficient lead times if additional, or fewer containers are requested by the VAMC COR. If so, the additional container(s) will be requested through a contract modification.
Question #7: p.6, 6.4 – NAID AAA certification is the recognized international standard for information destruction companies. Could you please explain the rationale for including a clause that allows bidders to circumvent being NAID certified?
Answer #7: Please refer to VA Directive 6371, Destruction of Temporary Paper Records, dated April 8, 2014.
Question #8: If the agency contemplates awarding the contract to a non-NAID certified company, what information will you require to prove the contractor can comply with Directive 6371? What are the specific evaluation factors being used to ensure that the winning bidder has the necessary experience in document destruction, and will be able to thoroughly understand and meet the job requirements and manage the project? Are references for past performance in the field checked?
Answer #8: Please refer to FAR provision 52.212-2, Evaluation – Commercial Items, and its Addendum included in Solicitation 36C26019Q0020.
Question #9: If a subcontractor is used by the prime, how will the VA ascertain that the contractor is compliant with 13 CFR 125.6 requirements regarding limitations on subcontracting?
Answer #9: Please refer to VAAR clause 852.219-74, Limitations on Subcontracting – Monitoring and Compliance, included in Solicitation 36C26019Q0020.
Question #10: Is the evaluation criteria strictly applicable to the contractor or can the solicitation requirements be satisfied by a subcontractor’s abilities, expertise, etc.?
Answer #10: The evaluation criteria included in FAR provision 52.212-2, Evaluation – Commercial Items, and its Addendum, will be used to evaluate quotations submitted by offerors in response to Solicitation 36C26019Q0020. Offerors may propose to use subcontractors to perform the work as outlined in the Statement of Work, subject to meeting the Limitations of Subcontracting for an SDVOSB set-aside procurement.
Question #11: p. 40, E.9, par. 2, sub 2.3 -- If the incumbent contractor is a large business, will this factor into the price reasonableness equation? Is it safe to assume that if the VA has ever paid a per unit price that an offeror includes in its price proposal, then that proposed price is inherently reasonable?
Question #11: Price will be evaluated in accordance with FAR 13.106-3(a) as indicated in Solicitation 36C26019Q0020.
Question #12: How can a non-shredding company have the expertise, experience and competency be able to make a decision on what is a fair and reasonable pricing if they have no experience in the field?
Answer #12: This question does not pertain to any specific provision included in Solicitation 36C26019Q0020 and therefore the VA is unable to provide a response.
Question #13: Was an IGCE performed, and if so, what was it based upon?
Answer #13: An Independent Government Cost Estimate was created for this requirement. Information regarding the contents of the Independent Government Cost Estimate is source selection sensitive and therefore, VA is unable to provide additional comment on it.
Question #14: What is the agency doing to be certain that bids are not unreasonably low, which could set up a situation where the job requirements cannot be satisfactorily met? In addition, if a bid is quite low, what will the government do to assure that the bidder is able to meet the requirements of the Service Contract Act of 1965?
Answer #14: Solicitation 36C26019Q0020 indicates that pricing submitted will be evaluated in accordance with FAR 13.106-3(a). The solicitation does not provide for a price realism analysis.
Question #15: What is the wage standard being used for the work to be performed under this contract?
Answer #15: Please see the applicable WD attached to this amendment.
Question #16: It will help us pass along our economies of scale if we know more about the Portland and Vancouver campuses – across how many buildings will the containers at those two locations be spread? How far apart are those buildings? For both the campuses and the CBOCs, will there be any bins located above the ground floor? If there will be, are freight elevators available to move the bins to ground level?
Answer #16:
In Portland: There are two pickup/shredding locations:
1) Behind the main VA hospital building 100, and there are no bins to be processed which are located above the ground floor.
2) at Building 16 (HR building), there are multiple floors that are accessed by way of an elevator. This building is approximately 200 yards away from the B100 location.
In Vancouver: (approx. 18 miles away from Portland). There is only one pickup/shredding location.
At all of the CBOCs, and the other Vancouver locations: Most bins are located on the ground floor. If not, there are elevators at these locations to assist in the transport of the bins to the shredding truck.
Question #17: Is there a current contract for the work being solicited? If so, please provide the name of the contractor and the contract number.
Answer #17: The current contractor for this requirement is Shred-It USA LLC. The services are being performed under its GSA contract GS-25F-0011M.
Question #18: Is the level of effort under the current contract fundamentally the same as what will be required to fulfill #36C26019Q0020?
Answer #18: Each vendor will need to independently assess the level of effort required to perform the requirement as described in Solicitation 36C26019Q0020’s Statement of Work.
