About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022 version) that requires offerors to certify the domestic or foreign origin of end products being supplied under the solicitation.

The certificate mandates that offerors certify whether each end product is domestic or foreign-manufactured. For domestic end products, offerors must separately identify any that contain critical components as defined in FAR 25.105. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. The form includes designated sections for listing line item numbers of foreign end products by country of origin with their domestic content percentages, and a separate section for identifying domestic end products containing critical components. The Government will evaluate offers in accordance with FAR Part 25 policies and procedures. This template is applicable to the RFQ 36C25926Q0456 for the Parata ATP-2 Pill Packaging System being procured by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19, with quotes due by 10:00 AM MT on May 22, 2026.
