About this file

This document is a Q&A amendment for Solicitation # 36C25924Q0394, which is a request for a one-time emergency requirement to replace a fire alarm workstation at a VA facility in Grand Junction, Colorado. The purpose of the amendment is to provide answers to questions received from potential offerors. Key details include:

This is a new requirement, not a follow-on contract, and there is no incumbent. A site visit is optional, but parking is limited. There are limitations on subcontracting per FAR 52.219-14. The existing ONYX workstation is in a working state with retrievable graphics, and the existing CLSS gateway is owned by the VA and maintained by CSI Inc. The procurement was originally a SDVOSB set-aside, but all offers exceeded the allocated funding, so it will not be reissued as a set-aside. Offers are due by 5:00pm MST on 4/24/2024 and should be submitted to heather.clemons@va.gov.

Questions and Answers below are referencing RFQ 36C25924Q0332:

Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?

A. This is a new emergency requirement to bring the facility back into compliance. This is a one-time requirement and has not previously been awarded; therefore, there is no incumbent.

Q. Why is the solicitation timeframe so short?

A. This is an emergency requirement to bring the VA facility back into compliance.

Q. Are any additional documents besides the RFQ required to be submitted?

A. No additional documents are required as long as the RFQ meets all requirements.

Q. Is a site visit mandatory?

A. No, a site visit is not mandatory. However, an optional site visit has been scheduled for those who wish to attend:

Location: 2121 North Ave. Grand Junction, Colorado 81501
When: 10am MST on Thursday, April 18, 2024
Where: meet just inside front doors of building 8 (see attached map)

B. Please note, parking is extremely limited so carpooling or arriving via Uber / Lift is highly recommended and encouraged.

Q. Are there limitations to subcontracting?

A. Yes, please review section: C.5 FAR 52.219-14 Limitations On Subcontracting.

Q. Is this a replacement of an existing ONYX workstation? If so is the existing workstation in a working state where graphic data retrievable?

A. Yes, this is a replacement of an existing ONYX workstation. Yes, the existing workstation is in a working state where graphic data is retrievable.

Q. If graphic information isn’t available, will the existing layout of the fire alarm system be provided pre-bid?

A. The graphic information is retrievable and can be made available during the option site visit upon request.

Q. If existing system is down, can we retrieve the existing hard drive to rebuild?

A. Yes, if the existing system goes down, the hard drive can be retrieved for rebuild.

Q. Do you have an existing CLSS gateway on site, and who currently maintains it? Is it leased? or is it owned?

A. Yes, an existing CLSS gateway is on site. Grand Junction VA owns it and CSI Inc. currently maintains it.

Q. We noticed that it was initially set aside for SDVOSBs, then changed to SBs. We would appreciate clarification on whether this requirement can be reinstated as a set-aside for SDVOSBs, as originally planned?

A. This requirement was originally solicited under RFQ 36C25924Q0332 as a SDVOSB total set-aside. Offers were received, however all offers exceeded the allocated funding. No, this requirement will not be reinstated / resolicited as a set-aside for SDVOSBs.
