1. There are possibly two transformers missing in the Sub-Station 4 list. The equipment list has “Switch T-L & T-M 15kv and then the 480/277v circuit breakers included but not the transformers. Is this intentional or should these transformer units be included for IR scan and testing? Transformer M and Transformer L should be included in primary substation inventory list.

2. The solicitation says that all work is to be performed during the normal working hours of 8:00 am - 4:30 pm. This is going to be a big challenge in an operating hospital given the required scope of work. What is the intent of this requirement? Does the VA have a plan of action to continue their services while outages occur during their normal operating hours? The scope states “If work is to interfere with the normal function of the medical center, then the performance of this work will be shifted to hours other than normal working hours.” I would expect most of the work will be done at other than normal working hours.

3. Can you provide a point of contact for the power provider serving the facilities? Will the VA coordinate outages with them or is that the contractor’s responsibility? Is it known if there is a fee for their services? The facility receives power for OGE, we have not had to coordinate any outages with them.

4. What are the procedures for accessing the spaces necessary to execute this work? We will have facility technicians onsite to facilitate the outage and contractors will be given access.

5. Is there parking available on the site? Parking is available for contractors.

6. Is there a lay down area for our equipment when we are on site? We will be able to coordinate laydown space.
