REVISED STATEMENT OF WORK

Sterile Processing Department Background:

The surgical instruments and instrument set containers used at the Salt Lake City Veterans Health Care System have developed water spots and staining. Sterile Processing Department seeks to determine the root cause of the issue and provide quantitative and qualitative analysis of the Sterile Processing Department to determine contributing factors from water quality and regulatory perspectives.

Scope:

The Salt Lake City Veterans Health Care System seeks an evaluation and assessment of the water/steam quality in the decontamination and reprocessing areas of the Sterile Processing Service Department.

Good surgical asset management improves efficiencies and surgical instrument quality throughout the perioperative workflow. Identifying fundamental causes through assisting with hands-on implementation of customized solutions at Salt Lake City VAMC is needed in order to improve the lifecycle of surgical instruments, reduce OR inefficiencies, and optimize capital expenditures.

Tasks:

QuickScan

· Evaluate best practices and workflow options in SPS compared with AAMI standards

· Provide a qualitative instrument assessment by reviewing some of the facility’s top used surgical sets

· Determine opportunities and best practices available to improve Surgical Asset Management, focusing on the protection and preservation of surgical assets through a value preservation model

· Identify standardization opportunities, improving surgical set consistency

· Water Analysis – one of the most important factors in instrument performance and longevity. Contractor will utilize their enhanced water testing program and tools to evaluate SLC VAMC’s current water quality.

Asset Analysis

· Inventory of set titles to determine how many sets are in the hospital inventory and where they are stored.

· Qualification of set contents/configuration of entire surgical instrument inventory

· The vendor will document set name, service, packaging, sterilization method (steam or low temp), set quantity, location if identified

· Generation and/or verification of instrument set count sheets for data cleanup or tracking system data population.

· The vendor will document: Instrument part numbers, manufacturer, descriptions, and quantities of the contents of included instrument sets Data Preparation and Logistics

· Includes analysis of SLC VAMC data in preparation for asset optimization

· Entry into an Asset Optimization analysis program

· Subsequent review following optimization Asset Optimization

· Experts facilitate individual sessions with surgeons and OR staff to collectively standardize, optimize and containerize surgical instrument set configuration

· Work with clinical staff to identify reduction opportunities and capture all changes

· Provide analytics on the utilization and identification of optimization of sets

· A report will be generated with the proposed restructured sets, typically including detailed photographic documentation, lists of the reorganized sets, and a checklist for the gradual implementation of the revised sets within the hospital.

· Guaranteed 10% or great reduction Process Implementation

· Improvement of quality, efficiency, and value of surgical instrumentation with Sterile Processing and the OR leveraging the results of the Asset Optimization.

· Consultants will assist with the implementation of outlined recommendations to help SLC VAMC apply proper surgical asset management processes

· Vendor will deploy team onsite to implement changes to set titles identified in the Asset Optimization Performance Monitoring:

The Perioperative Services Chief and Sterile Processing Services Assistant Chief will be the points of contact for contracted services and will monitor performance. The Contracting Officer’s Representative (COR) will confirm completion of required work with the Perioperative Services Chief and the Sterile Processing Assistant Chief.

Security Requirements:

The contractor employees will not have access to VA sensitive or computer information and will not require routine access to VA facilities. The contractor employees will require intermittent access only and will be escorted by VA employees while at VA facilities. No background investigation is required. Government to notify contractor if any vendor credentialing services are required for personnel such as Reptrax.

Government-Furnished Equipment (GFE)/Government-Furnished Information All government owned equipment to be assessed by the contractor under this procurement will remain on the site at the Salt Lake City VAMC. Government assets to be evaluated include decontamination and sterilization equipment and surgical instruments. All assets will remain on site. Sterile Processing Service/OR will provide a room for contractor use near the OR/Sterile Processing Service for accessibility to instrument sets and personnel.

Other Pertinent Information or Special Considerations Contractor will consult on site with various members of the Salt Lake City Health VAMC including its leadership and technicians to gain their input on current processes. If needed, consultation with OR leadership may also be requested by the contractor.

Inspection and Acceptance Criteria The COR is responsible for certifying that the work done under the contract is performed timely and ensuring the inspection and acceptance of products provided incidental to services if applicable.

Risk control The consulting services to be provided on site by the contractor do not jeopardize patient safety as they are consultative in nature and contractor personnel do not have access to Salt Lake City VAMC patients or patient medical records.

Place of Performance All consulting work will be performed onsite at the Salt Lake City Veteran Health Care System at 500 Foothill Drive, Salt Lake City, Utah 84148.

Period of Performance Contractor will begin service within one month after receipt of order. Project execution of the entire Scope of Work is anticipated to last for a period of one year at the Salt Lake City VA Medical Center. Analysis of water/steam quality may be required on a recurring basis throughout a four-year period.
