CONTRACTOR Q&A’s

Access Renovations for Parking Lots L&K

Q&A No. 1: Please confirm the project superintendent must be an employee of the prime contractor.

Answer No. 1: Yes, the superintendent shall be an employee of the Prime Contractor.

Q&A No. 2: Please confirm site supervisor employed by the General Contractor is to be on site at all times is required.

Answer No. 2: Yes, the required site supervisor shall be employed by the General Contractor and be on site at all times while work is being performed. As per the Statement of Work (SOW) Requirements Section, a certified/project manager, or an equally qualified person, shall cover in their stead for the duration of this project.

Reference: The Scope of Work (SOW); Requirements Section.

Q&A No. 3: Please confirm the project superintendent may also serve as the SSHO and QC System Manager, if qualified.

Answer No. 3: Yes, as long as the project superintendent is qualified and possess the 30-hour OSHA Certification. This certification will be required as part of the submittal process.

Reference: The Scope of Work (SOW), Safety section, and Submittals section.

Q&A No. 4: SOW states that “Metal Frames on the structure have deteriorated and shall be replaced” What is this in reference to? Please clarify what metal frames or components are being “replaced”

Answer No. 4: This is an error from previous iterations that was intended to be removed from the final scope of work. The metal structure shall remain in place for the duration of work. The metal structure shall have existing paint and oxidation removed and be reprimed and repainted.

Q&A No. 5: Some of the existing plexiglass panels appear to be scratched/damaged. Will new plexiglass panels be required?

Answer No. 5: After further consideration, Lot L (West) stairwell shall require new plexiglass as part of the project. Lot K (East) plexiglass shall be cleaned and reinstalled into their frames only.

Q&A No. 6: SOW indicates to surface mount new handrails to stair surface. Note 7 on sheet 002 indicates to remove and replace section of concrete (approximately 6”x 24”) Would coring-out the rail post and grouting the void be acceptable in lieu of saw cutting & re-pouring such a small section of concrete?

Answer No. 6: Yes, the VA finds this alternative solution to be acceptable. This will ensure the newly installed tactile mat pad will not be compromised.

Q&A No. 7: Key notes indicate to clean light fixtures and replace gaskets in kind around all fixtures.

Past projects at Ft. Harrison have included lighting upgrade within scope limits to help meet the Energy standards/requirements. Please clarify if new light fixtures should be included as part of bid for this project?

Answer No. 7: Existing lighting is LED, but the fixtures are not sealed and were an incorrect product selection for the exterior application at the time they were installed. The VA requires removal of the existing lighting fixtures and replacement with new, plastic housing, vaper sealed LED fixtures. The new product shall be compatible for mounting to an angled ceiling surface of the canopy. Existing conduit and electrical wire to be reused. Any penetrations created in the new fixtures, for the purposes of mounting, shall be fully sealed once installed to maintain vaper seal, extend maintenance intervals, and extend fixture lifespan.

Q&A No. 8: Keynote 11 on sheet 102 requires new textured aluminum panels. Are these to be single-layer or something composite like a Mapes panel? Is there a basis of design for the texture? Textured products vary greatly in price.

Answer No. 8: The VA is prepared to review composite alternatives to the existing textured aluminum panels. Panels matching surrounding aesthetics and constructed of durable materials shall take precedence. A style of Mapes panels would be satisfactory. Submittals with color and style options prior to any material acquisition will be required.

Q&A No. 9: Please provide a detail for the new grade beam at the bottom of the stair flights. Drawings show WWF and rebar, but do not include a dimensioned detail.

Answer No. 9: Please see new detail drawing, sheet 106. This sheet includes dimensions for the grade beam. Please ensure the concrete sub-contractor reviews and verifies this to be sufficient prior to framing and pouring.

Q&A No. 10: Drawings require 6 inches of aggregate base course under new concrete. How much existing base course is present under the existing concrete. Bidders need this information specified to determine the amount of excavation that may be required.

Answer No. 10: Record drawings from the original construction are not available due to age. No destructive investigation was performed to verify conditions below the existing hard surface. Contractor should anticipate that existing stairs were installed in a manner typical of a commercial concrete stairway/walkway, which would include a standard base course of aggregate. Regardless of existing conditions, the contractor is expected to remove all existing materials, verify compaction of subgrade soil and place new base course aggregate prior to concrete pour.

Q&A No. 11: Note 2 of Drawing #2 (East Stairway) indicates to remove concrete and reinforcement in its entirety. The drawing shows measurements for the upper and lower sidewalks to be removed.

There are no demolition limits shown on Drawing #1 (West Elevation). Please provide limits for concrete sidewalk removal on both upper and lower ends of stairwell.

Answer No. 11: The limit of demolition on the upper section of sidewalk is approximately 8 feet. Please see note 5 on sheet 001 for limit of demolition on the lower section of sidewalk.
