CONTRACTOR Q&A’s
Replace DHW North Check Valves
Q&A No. 1: We are contacting you to request clarification regarding the bid bond, as in the SF 1449 the bid bond is not required, however in page 16 of the solicitation the bid bond is required to be mailed before the response due date. Would you please clarify if the bid bond required for this project?
Answer No. 1: As clearly stated on page 1 of the SF1442 section 12a bonds are not required.
Additionally, please refer to section 4.5 Clause 52.228-13 Alternative payment protections starting on page 35. This clause specifically states that the contractor shall submit either a payment bond or an irrevocable letter of credit. Thus, you have an option of submitting one or the other. As far as the language on page 16 in the Instruction to Offerors section it has been updated and shall be posted with the amendment that posts the Q&As.
Q&A No. 2: In room LS209 what is the size of the domestic Cold water feed lines that need to be flanged so that we can determine the proper parts.
Answer No. 2: The DHWR line to the former mixing station is 2” flanged. The DCW to the former mixing station is 3” flanged.
Q&A No. 3: In room CS 133 what is the size of the feed and return lines for the mixing valve to be removed so that we can determine proper parts.
Answer No. 3: The DHWR line to the mixing stations is 2” brazed copper. It must be capped at the existing brazed tee. The DCW to the former mixing station is 4” grooved stainless. It must be capped at the existing grooved tee.
Q&A No. 4: Please confirm the project superintendent must be an employee of the prime contractor.
Answer No. 4: Yes, the superintendent shall be an employee of the Prime Contractor.
Q&A No. 5: Please confirm the project superintendent must be present onsite at all times when the Work is being performed.
Answer No.5: The SOW section 7 Submittals 4th to last bullet point states the Site Superintendent shall be onsite anytime work is being performed, please read this bullet point in its entirety.
Reference: SOW, Section 7, 4th to last bullet point.
Q&A No.6: Please confirm the existing mixing valve station at building L has already been removed by the VA, however piping modifications & insulation items are still needed.
Answer No.6: Confirmed.
Q&A No.7: Please confirm the new spool assembly at the demolished mixing valve station in the concourse will require a thermal well for an existing sensor.
Answer No.7: The new spool in LS-209 does not require a port for a thermowell but the spool in CS-133 requires both a ½” and a ¾” port to reinstall existing thermowells, one temperature sensor and one temperature gauge. Also, both locations will require a ¾” low point drain with ball valve and hose fitting installed at the low point of the spool piece.
Q&A No.8: Please confirm the Contractor is to exclude all controls/sensor labor, materials, and programming (to be provided by the VA).
Answer No.8: Confirmed. No controls work is required.
Q&A No.9: Please confirm the Contractor is to exclude all ceiling, wall and slab patching & painting resulting from removal of hangers and mounting assemblies.
Answer No.9: Confirmed. Any leftover support anchors can be hammered in or cut flush. No finish work is required in these mechanical spaces.
