Exhibit E - Questions and Answers after the site survey
1. Request copy of the facility overall one-line diagrams See attachment, As-Built Files.Zip. 2 Versions of the one lines have been provided. One from 07/23/2020, and a more recent copy that includes edits from construction projects, but still has edits required. There are comments highlighting needed changes on that set.
2. Request copy of 3-line drawings for 13.2KV Swgr See attachment, As-Built Files.Zip. Copies of the documentation for metal clad switchgear, and ATO pad mount switchgear provided.
3. Request copy of ground grid layout drawings for ground testing.
See attachment, As-Built Files.Zip. There is a ground grid around the metal clad switchgear, building 33, and the enclosures around the North and South Generators. No other structures have ground grids.
4. Request copy of the existing engineering studies (short circuit, coordination and arc-flash), preferably in SKM Electronic format.
See attachment, As-Built Files.Zip. PDF copy of the previous engineering study is attached. As noted in the solicitation, the facility does not have SKM files for this study. Per the solicitation, SKM files must be provided from this contract.
5. What is the maximum duration for the 13.2KV outage? Confirming it will need to be on after hours or on a weekend?
13.2KV outages will need to be outside of normal business hours. An 8-hour shut downs can be approved on non-working days, if needed, longer could be accommodated.
6. Understand outage testing for ATS is 2-hour maximum window. Is the maintenance associated with the Low Voltage breakers/panelboards, etc to take place during the same time frame as each of these ATS outages, or will the LV gear be performed during separate outages?
All tasks on equipment fed from an ATS should be included in the 2-hour shut down. The last two services had this requirement and were able to work within that limitation. This contract has a higher requirement for secondary injection testing. If this poses an unreasonable requirement, we will allow additional time. This will have to be identified prior to scheduling the shutdown.
7. Documents call for phasing checks on everything, need to clarify intent. Everything in regard to phasing / rotation should be satisfactory ‘as is’ considering site’s already in service Rotation for all equipment is not uniform in the facility. Two years ago we thought there were only a few branches that are not uniform, but recent projects required us temporarily feed panels from other panels and replace distribution equipment were not all feeds had the same rotation. This resulted in feeds being turned on with reversed rotation discovered later. The intent is for phase rotation to be tested and recorded during this PM for all equipment identified in the SOW.
8. For IR scans, will VA personnel remove covers and open doors to provide access for scans VA staff will not remove covers or assist with any other PM or inspection. One area of clarification, VA staff will be available to replace breakers where they fail during the PM.
9. Is cable testing required?
No, not mentioned in SOW.
10. When is fire pump house construction expected to occur and how will that affect the current SCAF?
That is currently unknown. Testing for components for that electrical distribution are not included in this solicitation
11. As discussed, please provide the one-line diagrams for review.
See question #1. See attachment, As-Built Files.Zip.
12. Confirm there are protective relays at the Switchgear. It did not appear there were any on the 5 breakers, at least visible.
The maintenance manual for the metal clad switchgear is provided. If the manual does not clarify the existence of the relays, the bid should include testing/service of the relays.
13. Some transformers currently had two ARC Flash labels posted. Who performed the original ARC Flash and when was it performed?
The last full arc flash study was in 2015, preformed by Oculus Inc, KJWW Engineering Consultants, Dynamix Engineering and Construction Cost Systems Inc. The 90% report is attached.
14. Will the most current/updated power system one lines be provided?
See question #1. See attachment, As-Built Files.Zip.
15. Will the previous Arc Flash study(s) be available for reference purposes? It is understood that expectations will be to provide the most accurate analysis possible and all previous data will be verified.
See question #4. Yes, all information to be verified and updated.
16. Will generated powers system one lines from SKM be sufficient for submittal or will CAD developed one lines be required/expected?
The SOW is for SKM one lines. CAD one lines are not required to be produced for this contract.
17. Will exceptions/recommendations to specific scope of work (ie Ground Resistance Analysis, 13.2kV Cable Testing) be considered and executed outside of the 180 day window? Weather is a crucial factor in these two particular scope of work. Clear/Moderate weather is recommended for best test results.
Cable testing is not included in this solicitation. If ground resistance testing cannot be accomplished during the performance period, a contract extension will be issued.
18. Exceptions to manufacture specific equipment (Solar Inverters) be considered IF programming or software is required for power quality data analysis? Avoid voiding manufacture warranty or service contracts.
Procedures that will void the warranty on the solar inverters should not be performed. Alternative measures are acceptable.
