RFI #2
Replace Inaccessible Fire Dampers
1. Refer to the Fire Damper Location Map. Many of the FD/FSD Codes shown on these sheets are illegible.
0. Please provide legible Damper Codes on the Location Map. This is what we have to work with but the COR will lead you to any location as need be.
1. Refer to the Fire Damper Location Map. Table #1 & 2 refer to P-FD-002A, P-FD-003A, P-FD-0016, P-FD-0016A, P-FD-0017, P-FD-0017A, A-FSD-007, & A-FSD-006 that are not shown on the map.
1. Please provide a location for these dampers. P-FD-003A and P-FD-002A are in the return of AHU 5, P-FD-0016 is located inside supply fan 2, P-FD-0016A is located inside supply fan AHU 7, P-FD-0017, P-FD-0017A located inside AHU 2 Supply. A-FSD – 006 located in A attic adjacent to elevator room.
1. Refer to the Fire Damper Location Map, Sheet #3 Shows P-FD-002 & P-FD-003 in the wrong location, not in the Penthouse.
2. Please provide the correct location for P-FD-002 & P-FD-003 on the location map. These are located in A attic adjacent to elevator room. These are labeled as A-FD-002 and AD-FD-003 See reference drawings.
1. Refer to the Solicitation SOW, Item H the contractor is to provide 3rd party testing to confirm the fire dampers pass inspection.
3. Please confirm the only dampers requiring inspection are the ones that failed their initial inspection, A-FSD-006, A-FSD-007, A-FSD-009. This is correct
1. During the Site Walk the group was unable to locate P-FD-002, P-FD-003, A-FSD-006, A-FSD-007, A-FSD-009.
4. Please provide pictures on both sides of the wall/floor for these dampers and indicate their location on the Fire Damper Location Map. Please see added drawings for Fire damper locations, note A-FSD-009 is really 2-FSD-009. No pictures are required.
1. Refer to the Solicitation SOW, Item L indicates duct cleaning is required 15 feet on both sides of the “removal of the inaccessible fire dampers.” As discussed on the Site Walk, the intent of the solicitation is to provide access to the existing dampers, no dampers are to be replaced.
5. Please confirm the intent is to provide access to the existing dampers and repair of the failed actuators on A-FSD-006, A-FSD-007, A-FSD-009, no dampers are required to be replaced. If the dampers are accessible and just need repaired then that meets the scope.
5. Please confirm the AHU’s can be shut down for the required cleaning duration and that the VA will perform an inspection prior to restart of the AHU’s. This will need to be scheduled with the facility but yes for a short period of time.
1. Refer to the Solicitation SOW, Item M specifies “Pictures (.jpg) are required to prove the removal of the inaccessible fire dampers and the installation of new fire dampers.”
6. Please confirm no FD or FSD’s are required to be replaced, the requirement is for new access doors only. If the contractor finds it best to replace the door that is okay, however the FD or the FSD need to be accessible for maintenance.
1. Refer to Table 2 - Inoperable Fire Dampers. The FSD’s listed in this table indicate that they have “Inoperable Actuators”.
7. Please confirm the intent is to repair the inoperable actuators only. Repair unless they are not accessible then they will need to be accessible.
7. Are the actuators powered by pneumatic, high voltage, or low voltage? Low voltage
1. During the 2nd Site Walk on 5/12/21, a new table was distributed, not the table included with the solicitation.
8. Please issue the new/revised table by Amendment. I will send this back, but I believe these lists were identical.
8. Please clarify the intent of the note “access door install not authorized-?” This is an error and access door install is authorized as long as it meets NFPA.
1. Refer to Table 1 - Inaccessible Fire Dampers. 1-FD-015 & 1-FSD-013 indicate “immovable object blocking work area”. No repair design is specified.
9. Please provide desired repair design for accurate pricing. This is on the contractors to come up with the repair as per NFPA.
1. During the Site Walk, the VA representative indicated that this is a “Design-Build’ Project. The Solicitation does not indicate that this is a Design-Build Project, which would require a design team, not included in the VA’s estimate.
10. Please confirm this is not a Design-Build Project.
This is labeled as a design build, but no design is needed. We are looking for a detailed plan on how you will solve the issue and details for where you will located the dampers. We are looking for a detailed plan on how you will solve the problem though. Not a design.
1. During the Site Walk, inspection of the access doors for P-FD-002A & P-FD-003A indicated they were not located at the horizontal rated assembly, no fire damper was visible.
11. Please provide access to the rated assemble and fire damper for inspection. We can provide access. Answered Already
1. Refer to the Fire Damper Location Map. Many of the FD/FSD Codes shown on these sheets are illegible.

1. During the 2nd Site Walk on 5/12/21, a new table was distributed, not the table included with the solicitation.
20. Please issue the new/revised table by Amendment. I will send this back, but I believe these lists were identical.

1. Refer to Table 1 - Inaccessible Fire Dampers. 1-FD-015 & 1-FSD-013 indicate “immovable object blocking work area”. No repair design is specified.
21. Please provide desired repair design for accurate pricing.
Contractor needs to come up with a plan on how to repair or replace.
1. During the Site Walk, the VA representative indicated that this is a “Design-Build’ Project. The Solicitation does not indicate that this is a Design-Build Project, which would require a design team, not included in the VA’s estimate.
22. Please confirm this is not a Design-Build Project.
This is labeled as a design build, but no design is needed. We are looking for a detailed plan on how you will solve the problem though. Not a design.
1. During the Site Walk, inspection of the access doors for P-FD-002A & P-FD-003A indicated they were not located at the horizontal rated assembly, no fire damper was visible.
23. Please provide access to the rated assemble and fire damper for inspection. Answered Already
1. The SOW wording refers to Repair and Install/Replace. May repairable dampers be repaired or does the VA expect all dampers to be replaced, even if repair is possible? Repair is possible as long as it is accessible determined by the COR.
1. For dampers that require the installation of access panels followed by inspection, does the VA expect those dampers inspected for the first time and subsequently requiring repair, to be repaired or replaced free of charge or will these repairs be quoted separately as needed? I don’t understand this question, may be out of scope
1. For dampers blocked by pipe, structural steel, concrete, electrical, etc. does the VA expect the contractor to relocated pipe and other immovable objects as part of the base bid? If so, please provide applicable system drawings for applicable systems surrounding the dampers involved. The least invasive approach will be the acceptable one. I do not for see any moving of structural steel, pipe, or electrical.
