Questions & Answers

Q: Topic: Deep Cleaning Reference: Page 20 para 1.0 Scope of work: At least one (1) deep cleaning will be done in the ED and police station throughout each year of the contract as directed by the COR or designated representative.

Question: How many days equals one deep cleaning?

A: If the area is maintained in accordance with the PWS it should only take one shift (8 hours).

Q: Topic: Certifications Reference: PWS 8.2 The contractor shall ensure all personnel performing work under this contract is properly trained and certified in all forms of medical and terminal cleaning to include, Operating Room Protocol, Blood Born Pathogen Training and Product Training in Sterile Environment.

Question: Can the VA please clarify ‘trained and certified in all forms of medical and terminal cleaning’ (underlined emphasis added)? In other words, what specific training and certifications does the VA require in addition to the three listed (Operating Room, Blood Born Pathogen, Product Training)? e.g. OSHA Biomedical Waste Handling Certification, etc.

A: We are asking that they show that their personnel are trained in aseptic cleaning in a hospital environment. This could be the contractors own training program.

Q: Topic: Key Personnel Reference: 11.0 Quality Control; Staffing paragraph and 11.1 stating, “The contractor is to provide a complete listing of all Key Personnel.” Comment: The section seems to imply that all contractor employees are ‘Key’.

Question: Can the VA please clarify expectations and/or requirements regarding Key Personnel?

A: This is the supervisors/managers.

Q: Topic: Quality Control Reference: 11.3 Quality Control (ATP Bacteria Meters); and 11.4 Quality Assurance (Gov’t inspections).

Comment: With COR approval, we intend to provide our own Quality Control (QC) equipment Question: Will Government inspectors (QA Personnel) need to use our QC equipment (dual-use), or will they have their own meters, etc.?

A: We will not use the contractor equipment. The COR will use government owned equipment to perform inspections.

Q: Topic: Surveillance Methods Reference: 11.5 Table, SS-4, and Column 1: “Contractor’s Cleaning Frequency Schedule (incorporated into contract after award).” And, 12.3 Periodic Surveillances: this method requires the COR to employ a “spot check” style of evaluation based on the contractor’s incorporated Cleaning Frequency Schedule (CFS).

Question: Please confirm ‘incorporated after award’ means a CFS (draft or otherwise) is not required in the proposal and will be coordinated between the Contractor and COR after award, prior to start?

A: After the award the COR will meet and identify the areas and go over the requirement and schedule.

Q: Topic: Police Administration Cleaning Hours Reference: RFP B.3 Price/Cost Schedule, Base Period CLIN 0002 and the respective CLINs in Option Years, stating: “Provide housekeeping services for 2,254 square feet in the Police Administration area once a day, for a maximum of 2 hours per day between the hours of 12:00am and 7:00pm (third shift), 7 days a week.”

Comment/Question: The time ‘7:00pm’ appears to be in error. Please confirm the Police Admin area is to be serviced between Midnight (12:00am) and 7:00am (third shift)?

A: Confirm 12:am (0000) to 7am (0700).
