AMENDMENT TO PROVIDE QUESTIONS AND ANSWERS FOR THIS REQUIREMENT:

SALIENT CHARACTERISTICS HAVE BEEN ADDED TO THIS REQUIREMENT, CONTAINED IN THIS AMENDMENT.

QUOTES MUST BE RECEIVED NOT LATER THAN 5 PM PST, MONDAY, JUNE 25, 2018 ELECTRONICALLY AT

ASHLEY.VELASQUEZ@VA.GOV TO BE CONSIDERED RESPONSIVE.

ASHLEY VELASQUEZ

CONTRACTING OFFICER

1. Would you consider an integrated one-step tool-less providing length adjustments to 80’’/84’’/90’’ to accommodate post-surgical, paraplegic, and other bed bound patients an acceptable equivalent?

Answer: The Government requirement is laid out on page 3 of the combined synopsis, in terms of salient characteristics. In accordance with VAAR 852.211-73 Brand Name or Equal, equal technical solutions may be proposed, but the onus is on the Quoter to demonstrate the equality of the product being quoted. The Government will evaluate proposed technical solutions upon receipt of quote, not prior.

2. In case of proprietary, would you accept an alternative technology that uses a timer on the turn assist feature combined with a patient position detection sensor?

Answer: The Government requirement is laid out on page 3 of the combined synopsis, in terms of salient characteristics. In accordance with VAAR 852.211-73 Brand Name or Equal, equal technical solutions may be proposed, but the onus is on the Quoter to demonstrate the equality of the product being quoted. The Government will evaluate proposed technical solutions upon receipt of quote, not prior.

3. Could you please specify what controls you are minimally requiring in the point of care controls located in the side-rail?

Answer: There is not a minimum requirement for what Point of Controls your technical solution must contain; this salient characteristic pertains specifically to the location of the Point of Controls. For example, a typical control function adjusts the position of the bed; it is required for that feature’s control to be located on the side rail, opposed to the foot of the bed.

4. In an intent of maximizing patient safety, would you accept lockout controls that are located out of sight and out of reach of patients?

Answer: There is not a minimum requirement for the lockout controls your technical solution must contain; this salient characteristic pertains specifically to the capability for disabling bed functions.

5. Could you please specify what features you are minimally requiring for the mattresses to be provided with the beds?

Answer: These are additional salient characteristics being added to this RFQ to address an ambiguity in the requirements. The mattresses must contain Advanced Mircoclimate Technology, Low Air Loss technology, Turn Assist, weight based pressure redistribution and be hospital grade for biomedical cleanliness.

6. In an intent of easing in-room/sideways transport and easing overall use of bed, would you accept a bed without motorized wheel that is up to 300 lbs than the Compella bed?

Answer: The Government requirement is laid out on page 3 of the combined synopsis, in terms of salient characteristics. In accordance with VAAR 852.211-73 Brand Name or Equal, equal technical solutions may be proposed, but the onus is on the Quoter to demonstrate the equality of the product being quoted. The Government will evaluate proposed technical solutions upon receipt of quote, not prior.

7. In an effort of keeping patient’s safety a priority, do you require the bed to be compliant with the latest IEC 60601-252 7 zones entrapment standard?

Answer: This is an additional salient characteristic being added to this RFQ to address an ambiguity in the requirement. All quotes must be International Electrotechnical Committee (IEC) 60601-2-52 compliant.
