This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs, Network Contracting Office 17, for the procurement of safety footwear meeting OSHA standards.
The solicitation number is 36C25726Q0229, issued on January 21, 2026, with a questions deadline of January 30, 2026 at 3:00 PM CST and a proposal due date of February 6, 2026 at 3:00 PM CST. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a NAICS code of 316210 and a size standard of 1,000 employees. The contract will be a Firm-Fixed-Price award with a base year period of performance from March 26, 2026 to March 25, 2027, plus four (4) one-year option periods extending through March 25, 2031. Delivery is required to the Department of Veterans Affairs, North Texas Healthcare System, Dallas at 4500 S. Lancaster Road, Dallas, TX 75216, with 300 pairs of safety boots and shoes required within 60 days after receipt of order for each contract period.
The Statement of Work requires the contractor to provide mobile onsite shoe fitting sessions at three VA facilities (Dallas, Garland, and Bonham), plus off-site fitting services for new employees and emergency replacements. Each VA employee is allocated a maximum of $250 per year for one pair of safety footwear. Footwear must meet minimum OSHA requirements including crush-resistant toe, puncture-proof sole, and slip-resistant sole, with variations for specific departments (electrical work requires non-conductive properties; boiler plant requires chemical resistance). The contractor must provide footwear samples, coordinate visits through the Contracting Officer's Representative (Hulena Shaw, 214-857-3020, hulena.shaw@va.gov), maintain catalogs of compliant products, and ensure leather construction with above-ankle support. Proposals must be submitted in four volumes: Technical (including signed SF 1449), Price (using the B.2 Price Schedule), Representations and Certifications, and Past Performance (no more than 3 references). Evaluation will be based on Technical Capability (OSHA compliance, shoe material, and support), Price, and SDVOSB status, with the Government awarding to the technically acceptable offeror offering the best value.
