About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 17, for solicitation 36C25726Q0229. The amendment extends the deadline for receipt of offers from February 6, 2026 to February 10, 2026 at 3:00 PM CST and provides answers to nine questions submitted by potential offerors regarding the procurement.

The solicitation seeks a contractor to provide safety boots and shoes for approximately 300 pairs annually across three VA locations (Dallas, Garland, and Bonham) for a five-year contract period beginning March 26, 2026. The contract structure includes a one-year base period and four one-year option periods. Pricing is based on a per-pair unit price, with each employee allocated a maximum of $250 annually for one pair of safety footwear, which includes both boots and cushion insoles. The contractor must provide mobile onsite fitting sessions (2 sessions in Dallas, 1 each in Garland and Bonham), off-site fitting and fulfillment services at a storefront within 25 miles of VA facilities, and emergency replacement services. Mobile fitting sessions require a minimum threshold of 25 individuals. Administrative costs separate from the $250 per-pair employee allowance should be itemized separately. Same-day fulfillment is required when inventory is available; otherwise, delivery must occur within 30 days. For contractors more than 60 miles from the Dallas VAMC, mileage reimbursement will be provided based on IRS rates, with pricing to be included in the proposal.

QUESTIONS – SAFETY SHOES / BOOTS - 36C25726Q0229

QUESTION 1: Sample Inventory Requirements. The SOW requires onsite fitting with samples in common sizes for trial fitting (Section 3.5). Given that this contract covers 300 employees annually across three locations (Dallas, Garland, Bonham), with multiple OSHA requirement categories (standard safety, electrical/non-conductive, and chemical resistant), and footwear must accommodate both men's and women's sizes across typical size ranges, the sample inventory requirement could exceed 900 pairs. Will the Government accept alternative fitting approaches such as measurement-based fitting with catalog selection, retail partner voucher systems, or a hybrid model with limited samples supplemented by full-inventory retail access?

ANSWER 1: No, the contractor shall be able to provide mobile onsite shoe fitting sessions.

Additionally, the contractor shall provide off‐site fitting and ordering service for new employees and emergency replacement of damaged working footwear as required.

QUESTION 2: Fitting Session Logistics and Scheduling. Fitting 300 employees across three locations presents significant logistical challenges. Can the Government clarify the expected number of fitting sessions per location and the anticipated number of employees per session?

Additionally, will the Government coordinate employee scheduling to ensure attendance, or is managing no-shows the contractor's responsibility? For context, contractors often experience employees not appearing during scheduled fitting sessions, requiring additional site visits and rework at contractor expense.

ANSWER 2: The Dallas VA – 2 fitting sessions, Garland VA and Bonham- 1 fitting sessions each. The Government will coordinate employee scheduling to ensure attendance.

QUESTION 3: Compensation for Fitting Sessions. The pricing structure in Section B.2 is based on a per-pair unit price. Will the Government consider a separate line item for contractor fitting session time (hourly or per-session rate) to account for onsite labor, travel, and equipment setup costs independent of product delivery? This would allow more accurate pricing and reduce the need to build fitting session overhead into the per-pair price.

ANSWER 3: Yes, if the awarded contractor is more than 60 miles from the Dallas VAMC. A line item will be added if necessary. Vendors are to include pricing for this in their price proposal. Mileage reimbursements will be based on the IRS mileage rates.

QUESTION 4: Employee Allowance Communication. Section 3.5 states each employee is allotted a maximum of $250 for one pair of safety footwear per year, with employees responsible for any overage. Will the Government communicate this allowance amount and overage policy to employees prior to fitting sessions? Additionally, does the $250 allowance include both footwear and cushion insoles as referenced in Section 3.5, or is the insole cost separate? Clear communication of the allowance structure to employees in advance significantly reduces fitting session delays and disputes at the point of sale.

ANSWER 5: Yes, we will communicate the price to employees. Yes, the $250 allowance includes both footwear and cushion insoles.

QUESTION 5: Storefront Requirement Clarification. Section 3.6 requires contractors to provide a location/storefront for off-site fitting and same-day fulfillment. Will the Government accept a partnership arrangement with an established retail footwear chain that has multiple locations within reasonable proximity to Dallas, Garland, and Bonham facilities? If so, is there a maximum distance requirement from VA facilities?

ANSWER 5: Yes, we will accept a partnership arrangement with an established retail footwear chain that has multiple locations within reasonable proximity to Dallas, Garland, and Bonham facilities. Maximum distance requirement from VA facilities 25 miles

QUESTION 6: Fitting Session Threshold. Section 1.2 states mobile fitting shall occur when there are 25 individuals needing safety footwear. Is this a minimum threshold before the contractor is required to conduct a site visit, or a scheduling guideline? How should contractors handle replacement and new employee fittings (the approximately 30 referenced in Section 3.6) that fall below this threshold?

ANSWER 6: Yes, this is the minimum. There should be an offsite storefront for new employees and replacement.

QUESTION 7: Delivery Timeline for Off-Site Orders. Section 3.6 states off-site selection and purchase "shall be fulfilled on the same day but should take no more than 30 days to fulfill." Can the Government clarify this apparent conflict? Is same-day fulfillment required when inventory is available, with 30 days allowed for special orders or sizes not in stock?

ANSWER 7: Yes, same-day fulfillment required when inventory is available. If inventory is unavailable, then you have 30 days to provide the item.

QUESTION 8: I’m not finding a description on the requested item. Is this more of a program you’re looking for. We do this for Pittsburgh VA. Different styles of boots and sizes, but they are capped at certain dollar level. We also have a B2B platform that if we were to do business. This would be streamlined and simple. 300 pair boots there are going to be returned because guys don’t like the feel or size.

ANSWER 8: We are not ordering 300 boots at the same time.

QUESTION 9: I'm factoring in costs for multiple onsite fitting sessions and administrative tasks. I understand that the max allocation per individual employee is $250, but can the other costs to perform all deliverables be factored in and the price to the VA is over $250 per boot, but employees are still capped at $250 when they select their boot?

ANSWER 9: Administrative costs and other related costs will not be part of the $250.00 per boots. These costs should be separate line items.
