About this file
This document is an amendment (Amendment 0002) to a federal contract for generator maintenance services at the Kerrville VA Hospital. The contract covers comprehensive preventive maintenance, load bank testing, and service calls for multiple generators across various buildings, including Caterpillar 600 KW, Onan 230 KW, Cummins 300 KW and 700 KW, WisperWatt 125 KW, and a 200 KW trailer-mounted generator.
The contract period runs from August 1, 2025 to July 31, 2030, with five separately priced ordering periods. Services include quarterly PM Level 1 inspections, annual PM Level 2 inspections, triennial PM Level 3 inspections, and annual load bank testing for each generator. The amendment updates the pricing schedule, Statement of Work, and provides clarifications on maintenance requirements, such as load bank testing duration and specific inspection protocols. Service calls are priced at $500 per call, not to exceed 4 hours, with additional provisions for emergency repairs and parts.

QUESTIONS AND ANSWERS
QUESTION 1: In the Statement of Work (SOW) Section 3.5 states that the Triennial will be done in years 2 & 5, but the pricing matrix has it listed for all periods. Do we disregard the other years and only provide pricing per the SOW, Years 2 & 5)?
ANSWER: CLIN’s updated to reflect correct years.
QUESTION 2: For the Minor Repair CLIN, will the government be providing the NTE, like you have for the Major Repair CLIN? If not, what methodology should we use to calculate this
CLIN?
ANSWER: Will be the same for both, but there is not a way to know what is going to need to be done for repairs, so this is not for you to put numbers to but for us to have monies for repairs.
You may want to put something down as an hourly rate for Normal, After-Hours, and Weekends.
QUESTION 3: Load Bank Testing Duration: The SOW specifies a 2-hour resistive load bank test, but the site team mentioned 4 hours as the requirement for medical facilities. Can you confirm which is correct for this solicitation?
ANSWER: It is 2 hours with the exception of Years 2 & 5 which will be the 4-hour testing requirement for the Triennial test.
QUESTION 4: ATS PM Requirements: The SOW references both quarterly inspections and PM Level 2 for the 13 ATS units. Are both PM1 and PM2 required, or just quarterly PM1 inspections?
ANSWER: Both PM1 (paragraph 3.1) and PM2 (paragraph 3.2) is required in the SOW.
QUESTION 5: 200kW Portable Cummins Generator: This unit was pointed out during the site visit but is not listed in the solicitation. Should this be included in the quote or excluded?
ANSWER: See Revised SOW and Schedule B.2.
QUESTION 6: Labor Rate Breakdown for Service Calls: The solicitation states these will be billed at actuals but doesn’t specify if labor rate breakdowns (normal hours, after-hours, weekends) should be included. Can you clarify if this detail is needed?
ANSWER: Yes, this should be broken down into Normal, After-Hours, and Weekends
QUESTION 7: In the Statement of Work (SOW) Section 3.5 states that the Triennial will be done in years 2 & 5, but the pricing matrix has it listed for all periods. Do we disregard the other years and only provide pricing per the SOW, Years 2 & 5)?
ANSWER: Yes, see question 1.
QUESTION 8: For the Minor Repair CLIN, will the government be providing the NTE, like you have for the Major Repair CLIN? If not, what methodology should we use to calculate this
CLIN?
ANSWER: It will be done the same but there is not way to know what is going to need to be done for repairs, so this is not for you to put numbers to but for us to have monies for repairs.
You may want to put something down as an hourly rate for Normal, After-Hours, and Weekends.
QUESTION 9: Could you clarify what’s expected under a PM Level 2 for the ATS systems from the VA’s perspective? We want to make sure our proposal reflects exactly what’s required.
ANSWER: Checking of Connections, inspection or testing for evidence of overheating and excessive contact erosion. Removal of dust and dirt. Replacement of contacts when required.
Verifying that the system controls will operate as intended.
QUESTION 10: Could the VA please confirm the date of the most recent Triennial PM (Level
3) service performed on each of the six generators listed in the solicitation? This information is critical for accurate pricing and scheduling, especially for the first three years of the contract period.
CAT 600 kW Onan 230 kW WhisperWatt 125 kW Cummins 300 kW Cummins 700 kW (x2)
ANSWER: June 2024 on all of them, except the Cummins 200 kW, which is brand new and came in after solicitation was issued.
