About this file
This is a Q&A document for solicitation 36C25725Q0163 regarding a surveillance camera system for the Department of Veterans Affairs' Central TX Sleep Center. The document addresses vendor questions about equipment specifications, monitoring requirements, and professional certifications needed.
Key clarifications include: alternative manufacturers to Open Eye Server and Illustra cameras are acceptable if compatible with the new system; no contractor monitoring is required but the VA needs web-based access to view cameras at any time; neither a Registered Communications Distribution Designer (RCDD) nor a Physical Security Professional (PSP) certification is required for installation and deployment as cameras will only monitor common areas.

Text version
1. In the solicitation there is no Product Justification form for the Open Eye Server or Illustra cameras; will the VA accept other manufacturers? Yes, if it is compatible with the new system.
1. Please clarify the monitoring of the system, normally cameras are monitored locally by the facility staff would the VA prefer a remote monitoring service for the cameras? The request is for the contractor to provide a web service for the VA to access at any time. There is no requirement to have a contractor monitoring. We just want the VA to be able to access the cameras at anytime via the web. Please call if more information is required.
1. There is not a requirement for the surveillance cameras installation and monitoring services, to be overseen by a Registered Communications Distribution Designer prior to submission to the Contracting Officer. An RCDD ensures compliance and optimizes system performance of cabling and communications systems.
2. Please confirm if an RCDD will be added as a requirement to ensure standards, compliance, and allow a detailed review by the ISO (Information Security Officer) prior to deployment and installation. This is not a requirement. These cameras will only be monitoring common areas.
1. Please confirm if a Registered PSP (Physical Security Professional) will be added as a requirement to ensure equipment validation, threat assessments, standards compliance, and allow a detailed review prior to deployment and installation. Not requested/required.
