About this file

This document contains an amendment to a solicitation and answers to technical questions. The amendment extends the offeror due date to June 2, 2023 at 4PM CST for solicitation number 36C25723Q0601 from the Department of Veterans Affairs. The solicitation is for water treatment and preventative maintenance services to be performed at the Central Texas Veterans Health Care System in accordance with the statement of work. Services include maintenance of Sanipur machines and Gemini dual containment tanks owned by VA. Chemicals will need to be checked for degradation to ensure the proper concentration levels are installed into the Gemini containers, as some current chemical levels are not at the specified 12.5% mixture. The incumbent contract number is 36C25722P0654. Past performance references from subcontractors will be considered. Labor and materials costs for corrective actions or emergency responses should not be included in proposals. There will be a threshold to cap expenditures by the successful offeror for work outside preventative maintenance requirements.

The purpose of this amendment is to:

1. Post the answers to the technical questions received.

2. The offeror due date has been extended to: 6/2/2023, 4PM CST.

Technical Questions 36C25723Q0601 Water Treatment and Preventative Maintenance Service

1. What is the incumbent contract #?

Answer: 36C25722P0654.

2. Will past performance references from subcontractors/subcontracting team be considered?

Answer: Yes

3. Why isn’t the Sanipur product Enoxin 1250 being specified as the product to use for the 12.5% Sodium Hypochlorite precursor as Sanipur should not authorize the use of generic 12.5% Sodium Hypochlorite with their systems? As Enoxin 1250 is properly labelled for use in potable water and is NSF 60 listed. This is true for Zebion 190 so why isn’t Enoxin 1250 not specified. (See attached Sanikill TEC brochure outlining Enoxin 1250 and the NSF 60 listing for Enoxin 1250).

Answer: Zebion 190 was the only chemical most people do not know and most know Enoxin 1250 is 12.5% Sodium Hypochlorite

4. Are the Gemini Dual Containment Tanks owned by the VA and will they be responsible for any spare parts, etc.?

Answer:They are owned by the VA and any spare parts will be paid by the VA.

Sanipur machine is the responsibility of the contractor to maintain.

5. Please explain why there is a requirement for the Contractor to have a hazmat handling license.

Answer: For delivery purposes.

6. Are there any known pre-existing conditions that will require immediate attention if we are the successful offeror?

Answer: None known.

7. Should the cost of labor for corrective action discovered during PM be included in the proposal?

Answer: No

8. Should the costs of materials and/or equipment for corrective action discovered during PM be included in the proposal?

9. Should the cost for labor for emergency responses be included in the proposal?

10. Should the cost for labor for corrective actions identified during an emergency response be included in the proposal?

Technical Questions 36C25723Q0601 Water Treatment and Preventative Maintenance Service

11. Should the cost for materials and/or equipment for corrective actions identified during an emergency response be included in the proposal?

12. Will there be a threshold to cap the expenditure by the successful offeror for work performed outside of the PM requirements?

Answer: Yes

13. Will all chemicals delivery need to check for degradation?

Answer: Yes, chemicals will need to be check for degradation to ensure the right chemical levels are installed into the Gemini containers. Currently, some chemicals are not reading at the correct percentage mixtures: Ex: chemicals are supposed to be installed at 12.5% content mixture and they are reading at 9.2- 9.8% which is not the correct content mixture of 12.5%.The chemicals being used have degraded almost 3%.
