B.4 STATEMENT OF WORK

Contract Title

1. Background The VA North Texas Health Care System (VANTHCS) has a requirement for “BRAND NAME ONLY” video integration and display of live videos from multiple sources within the Gastrointestinal Laboratory (GI) room. This requirement is for the procurement of the equipment accessories, server upgrade, and installation necessary for the completion of the upgrade/remodeling of the GI labs in the North Texas Dallas facility.

Video integration within a Gastrointestinal Lab connects technology, information, and personnel, thereby creating a purpose-built system that reduces the dependency on multiple equipment displays. With the use of advanced audio-visual technology such as multi-image touchscreen displays, staff within the GI lab establish smart interconnectivity within the room. This ultimately improves the Physician’s visibility, maneuverability, and clinical outcomes.

Scope of Project

· The Video integration system must offer an integrated platform tailored specifically to the GI lab main procedure room. By providing efficient and flexible solutions so the clinical team can focus on patient care during procedures.

· Solution must offer an intuitive touch panel that acts as the central point of control for all devices with the device control platform and directs traffic by managing and routing video signals throughout the Environment.

· Visual integration allowing for 4K and HD video capture, streaming, recording, saving, and printing, bi-directional audio and visual, multi-viewing capabilities, and media storage solutions.

· HD and 4K Video Routing with preview function provides custom video source routing to multiple monitors throughout the room.

· Custom Physician Profiles providing a one touch functionality that enacts physician-specific video routes, device presets, and storage settings for number of prints and prints per page

· Electronic, customizable surgical timeout feature silences music and commands the room with automatic routing option to all monitors. Upon completion, a report should be sent to the EMR or printed for physical storage with the touch of a button.

· Device Control solution should allow the clinical team to remotely control the digital capture device, camera, light source, insufflator, surgical lights, etc. all from a touch panel.

· Solution must provide telestration functionality, allowing users to draw, annotate, and highlight anatomic landmarks on the operative image.

· Text Messaging feature provides one-directional, secure message communication from the touch panel to mobile devices of hospital staff.

· The Preference Card Management system should be controlled from the touch panel, allowing the clinical team to manage preference cards at surgeon request.

· Solution must provide a repair requests function allowing for messaging to biomed, SPD, and contractor representatives regarding broken instrumentation directly from the touch Panel.

· Solution must provide a proprietary tool-less design that allows for quick and easy repairs and prevent prolonged downtime of the GI lab.

· The solution must utilize a configurable card-based chassis design allowing for a reduced-cost in upgrades as video standards evolve.

· The solution must utilize software controlled smart fans

· Failsafe backup video signals must be included to ensure continuous video is displayed if power is lost.

· Windows 10 operating system

· Keyboard/Video/Mouse (KVM) solution for up to three (3) PCs (Nurse PC, PACS PC, etc.)

· The solution must be able to connect to multiple room speakers to provide audio from multiple sources

· The solution must provide Any-to-Any Digital Video Signal Routing via a single, fiberoptic cable to compatible monitors receiving the below options for Multiview on monitors o Composite (Fluoro) o S-Video (Microscope) o RGBHV (Hemo, PACS) o 3G-SDI (Competitor Devices, EUS, EndoFlip, Olympus) o DVI (Endoscopy Video, Siemens, EUS, PCs)

l. For service that involves the storage, generating, transmitting, or exchanging of VA sensitive information but does not require C&A or an MOU-ISA for system interconnection, the contractor/subcontractor must complete a Contractor Security Control Assessment (CSCA) on a yearly basis and provide it to the COTR.
