About this file
This document contains responses to pre-bid questions on a federal roof replacement project. The project involves replacing roofs on three buildings at a Department of Veterans Affairs medical center. Key specifications include stripping existing roofs down to the metal decking, installing R30 insulation in two layers, and adhering a TPO roof membrane. Scuppers, leader heads, and downspouts will be replaced. A full tapered insulation system is required. The existing deck is fairly flat with possible slight slope, requiring build-up of sloped insulation. Occupied buildings will not require construction fencing but a laydown yard is uncertain due to construction. Parking will be assigned.

1) Is R-30 Insulation Required on the roof? If so, this will be thicker than the original roof, the scuppers will have to be raised. Do we need to include that in our pricing?
They wouldn’t let us in any of the buildings, so I don’t know if the attack is insulated.
VA RFI Response: R30 is required, it was required even at time of fully adhered EMPD that is currently on the roof.
As a side note to comment concerning, “They wouldn’t let us in any of the buildings, so I don’t know if the attack is insulated.” The offer was there, but no ladder was available and there was a drop-down ceiling. Contractor stated, “Never mind.” Nobody else asked.
2) Will there need to be insulation added to the roof. City code is R-30, 2 layers of 2.6” ISO, just need to verify this is what is needed?
VA RFI Response: Please Review SPECS for all bidding purposes.

VA RFI Response: Yes, this is stated in the SPECS. Please Review SPECS for all bidding purposes.

VA RFI Response: Please Review SPECS for all bidding purposes. SPECS state:

VA RFI Response: Due to fasteners are necessary for metal decks, fasten insulation, glue second layer and adhere TPO. Follow Industry Standards.

VA RFI Response: Due to fasteners are necessary for metal decks, fasten insulation, glue second layer and adhere TPO. Follow Industry Standards.

VA RFI Response: It is fairly flat with a possible slight slope. Contractor to still plan for build up sloped insulation for slope from center to scuppers.

VA RFI Response: Please see Keynote 4 on Drawings and review SPECS on Downspouts and Conductors.
15) Will new through wall scuppers be metal or TPO as specified?

20) Is the structure sloped at the ridge to drains or is a full taper system required?
VA RFI Response: Full Taper is required with the assumption of no existing slope.
