Consolidated Request for Information (RFI)

36C25723B0010, Install Dimplex Chiller on ground level, Project No. 671-23-100 Audie L. Murphy VA Hospital, 7400 Merton Minter, San Antonio, TX 78229

1. Solicitation Statement of Work paragraph “Purpose” indicates the dimplex chiller will be purchased by the vendor and to see the attached quote. Who is the vendor? Please provide name of company, and a point of contact including a current telephone number and email address. The vendor is Dimplex Thermal Solutions and the Model # is: WO2-2-7500-2P-NF-L-M-407C 120 AMB 460V 802581, Part # 802581, email is: dimplexthermal.com, Phone # 866-508-2059.

1. We understand the VA or the VA’s Vendor (and not the G.C.) will provide testing and costs for the testing of the chiller after installation. If this is not a correct understanding, please clarify otherwise by amendment. The GC will make sure the Chiller is fully operational and tested.

1. When will the VA supplied Dimplex Chiller be onsite and ready for installation? See the Purpose in the SOW.

1. Install Guideline drawings are dated between 2012 and 2014 and do not appear to be project specific.

3. Please confirm these drawings are current and sufficient for this project, GC is responsibility to procure manual from manufacturer.

3. There are several options identified in the drawings (including page 28 of the pdf).

Please identify by amendment which options are applicable and should be included in the bid. Contractor will use the model # provided.

1. The “Purpose” section of the SOW indicates to see the attached quote (not provided). Please provide. Disregard written in error.

1. SOW paragraph 2.1.1 states “The contractor will de-install the heat exchanger located in the Z104.4 Mechanical room. This will include removing conduit and chilled water lines back to the source.”

Please provide architectural, mechanical, and electrical as-built drawings including plans showing the limits of the chill water line and conduit demolition. These are needed to quantify the scope of the work. See SOW 2.1.1 Field verify all circuits.

1. Paragraph 2.1.1 of the SOW includes “The contractor will determine if the Spinal Cord Injury Center canopy is structurally sound to hold the weight of the Dimplex Chiller. If the canopy will not support the weight, then reinforcement of the canopy will be required.

6. Contractor will require structural as-builts of the existing canopy along with the weight of the new dimplex chiller (filled). Please provide both. Disregard.

6. We assume general contractors are to include the costs of structural analysis of the existing structure in our bids, but any modifications or reinforcement of the canopy will be provided by contract modification. If this is not a correct understanding, please clarify otherwise by amendment to all bidders. Disregard.

6. Please provide roof system data for the existing canopy structure. Disregard.

6. Is the canopy roof and structure under warranty? If yes, please provide information on who holds the existing roof warranty. Disregard.

6. If the chiller manufacturer or vendor will require a roof curb, please identify roof curb requirements by amendment. Disregard.

1. Will the swap over from the heat exchanger to the new dimplex chiller be performed during normal operating hours or will it be required after normal working hours? Normal operating hours unless radiology says otherwise. May require weekend work.

1. Please identify electrical panels and circuits the new dimplex chiller will utilize by amendment to all bidders. See SOW 2.1.1 Field verify all circuits.

1. Please provide a floor plan (notes on an as-built drawing) of the location of the new dimplex chiller along with a floor plan showing the location of the electrical panels and circuits that will supply the power to the chiller. Floor Plan will be available upon request.

1. If integration into the hospital controls is required, please clarify by amendment. Yes, integration will be required. Entech Sales & Service Inc, 3404 Garden Brook Dr Dallas, Tx 75234 (972) 241-8188.

1. Is Entech Sales & Service the required controls contractor for the hospital? Yes

1. If integration into the hospital’s controls system is required, please provide Company name, and point of contact information by amendment to all bidders. Answered above.

1. Please provide a call-in phone number and/or a zoom link for the sealed bid opening. See Solicitation, not needed.

1. If there is any hazardous materials to be abated during the course of this project, please indicate locations and quantities to all bidders by amendment. No.

1. Installation instructions provided indicate “Chillers are capable of pumping 65 feet vertical distance to MRI SEP cabinet. Please reach out to DTS prior to installation if your site planning exceeds this limit.” Please confirm the VA provided MRI SEP cabinet location and the chiller location are within the 65 vertical foot distance. See SOW paragraph 2.1.1

1. Installation instructions indicate the chiller can support a “maximum total of 500 equivalent feet of piping. (Supply pipe ft. + return pipe ft. + total fittings ft.) If your run exceeds this, please reach out to DTS for information and recommendations.” Please confirm the run is within 500 feet of piping. See SOW paragraph 2.1.1.

1. Please provide dimensioned or scalable plans of the piping route between the VA provided MRI SEP cabinet and the chiller. See SOW paragraph 2.1.1.

1. Installation instructions indicate “if the distance of the chiller from where the remote display panel will be installed exceeds 150’, you must purchase the Long-Distance Remote Kit. This will increase the acceptable distance from 150’ up to 400’” Please provide dimensioned or scalable plans indicating where the remote display panel is to be located so that this distance can be quantified. See SOW paragraph 2.1.1.

1. If the long-distance remote kit is required for this project, please confirm it is provided with the chiller by the VA Vendor. GC will provide.

1. If isolation springs are required, confirm they will be provided by the VA provided chiller vendor.

Disregard

1. Please confirm the VA Vendor is providing the glycol for the chiller. GC will provide.

1. The Chiller installation instructions references the chiller manual. See SOW paragraph 2.1.1.

1. Please provide referenced related document F-M001. See SOW paragraph 2.1.1.

1. In lieu of placing the Dimplex Chiller on the canopy, can the chiller be set on the ground on a concrete pad? If yes, can this location be identified at the upcoming site visit? Yes

1. Installation instructions provide a plumbing sheet and an electrical sheet for a model W02-10000-2P-NF-L-M. The specified model for this project is WO2-2-7500-2P-NF-L-M-407C 120 AMB 460V 802581. Please provide revised plumbing and/or electrical sheet(s) if specified model drawings are different from the ones provided. See SOW paragraph 2.1.1.

1. Electrical drawing 458809-12 has wording within the Front View of Enclosure that are too small to read even when enlarging. What does this wording say? See SOW paragraph 2.1.1.

1. Electrical drawing 458809-12&13 shows a Heater Kit Option, Power Meter Kit Option, Sensor Kit, and Low Ambient Kit Option. Are these options selected for this project and provided by the VA Vendor? GC will provide options in the purchase of Chiller.

1. We understand that the VA Vendor is providing all installed equipment required for the performance of this project. If this is not a correct understanding, please clarify otherwise.

See SOW paragraph 2.1.1

1. Please provide manufacturer’s product data including O&M’s for the chiller being provided. . See SOW paragraph 2.1.1.

1. Please provide a copy of the site visit sign in sheet. Please see Amendment 0004

1. Bidders were not able to enter the MRI room as it was in use at the time of the site visit. Please indicate when the follow-up site visit will be so that bidders can view the MRI room. Disregard.

1. Please provide as-built drawings of the MRI room. Available upon request.

1. Roof location indicated at site visit is on the roof of a separate canopy building from the building the MRI is located in. Will pipe supports be required from ground below to support chill water piping between the two structures? Disregard.

1. VA indicated that there isn’t any access to this roof. How will the VA perform routine maintenance on the chiller after it is installed? Is this roof the desired location for the chiller?

Disregard.

1. Please allow additional time to submit questions once VA responses have been provided. Ok

1. Statement of work indicates heat exchanger to be demolished is located in Z104.4 mechanical room, but the VA showed bidders room H117.12. Please confirm that H117.12 and not Z104.4 is the correct room. H117.12 is correct.

1. Will you please provide the structural drawings of the existing canopy where the chiller is to be installed? Disregard

a. During the site visit the VA indicated that if it was not structural sound that it would be moved to another location. The SOW stated that the canopy would be reinforced. Please clarify. Disregard

1. Will you provide information on where the electrical supply will be fed from for the new chiller?

Contractor will field verify all MEP information

1. Once the soured for the electrical service is identified, will you provide a second site visit opportunity? Yes

1. Is it acceptable to tie into the existing glycol supply and return lines located in the interstitial space? No, separate glycol supply lines will be run.

1. Is it acceptable to penetrate the exterior wall of the building with the piping, mimicking the existing KKT chiller Lines? Yes

1. If contractor parking is not allowed onsite; please advise where we are allowed to park? Adjacent to the hospital

1. Can we unload tools, etc. onsite? Yes

45. How far is it from the disconnect to the feeder panel? See SOW paragraph 2.1.1 46.How far is it from the chiller to DTS remote display? See SOW paragraph 2.1.1

47. Is there room in panel for the additional 3 pole chiller breaker? Contractor will field verify all circuits.

48. What type of walls do we have to go through? Contractor will determine by verifying structure.

49. Is the chiller and the source panel on different floors? Yes

50. How far is the existing heat exchanger to the source of its chilled water from the University Hospital? See SOW paragraph 2.1.1

51. Does that contractor provide a dumpster for the project, or will the project owner provide? Yes, if needed

52. According to the SOW: 2.1.1, separate for metal and other waste? Not necessary

53. The canopy of The Spinal Cord Injury Center needs to be inspected to ensure that it’s structurally sound to hold the weight of the chiller. Who is to provide that inspection? Disregard

54. According to SOW 2.1.1, what will the new chiller set on? Concrete pad

55. Where can we stage materials? Where the new chiller will be located

56. When work starts, where will the contractor’s parking be located? Answered above see #43

57. How far of a piping run do we have? Is it over 500’ equivalent feet of piping (supply + return + fittings)? Contractor needs to verify

58. How far is the remote display from the chiller? Over 150’ a special distance remote kit is required. Remote display will be in MRI suite or MRI mechanical room. Contractor needs to verify

59. Check for clearance on; rear 36”; front 72” air intake; 36” in front of electrical enclosers? Contractor needs to verify

60. How far is the power source to the new chiller? Contractor needs to verify

61. What type of power distribution panel will be supplying the new chiller (manufacture and type, amperage, and voltage)? Contractor needs to verify

62. Can the contractor provide a different brand or alternative chiller than the one specified from the project owner? No

63. Amendment #2 SOW paragraph “Purpose” states purchase of the dimplex chiller is by the vendor. Who is the vendor? Dimplex Thermal Solutions (DTS)

64. Are contractors to include the cost of the dimplex chiller in our quotes? Yes

65. The VA indicated at the site visit that they could/would provide submittals for the previous dimplex chiller project. Please provide the approved submittals including dimplex chiller, concrete, fencing, etc. Will be provided to the selected contractor.

66. Please provide slab thickness for the new chiller pad. Contractor had the opportunity to measure the adjacent concrete pad at the site visit and failed to do so.

67. If there are any existing underground utilities located at the new chiller location, please provide as-builts of these utilities by amendment. There are no underground utilities

68. Request the project duration be extended to account for longer delivery times of the dimplex chiller. Form 1442, Block 11, of the Solicitation is changed to read 285 calendar days after Notice to Proceed (NTP), due to long lead time item.
