PROJECT OVERVIEW

Purpose The purpose of this project is to replace the current Heat Exchanger located in the mechanical room # Z104.4 first floor of the main hospital and replace it with a Dimplex Model: WO2-2-7500-2P-NF-L-M-407C 120 AMB 460V 802581, Part # 802581, purchase by the vendor.

1.2 Background

Currently the GE MRI is using a heat exchanger that gets its chilled water from the University Hospital. The filters for the heat exchanger are constantly being replace so we are replacing the heat exchanger with a Dimplex Chiller.

SCOPE OF WORK

2.1 General

Provide all labor, materials, supplies, tools and equipment, supervision, and construction services necessary for site preparation, demolition, alterations, and installation of a new Dimplex Chiller adjacent to the existing Dimplex chiller outside of the Spinal Cord Injury Center (SCIC) area.

Strict noise and infection control measures shall be followed. Existing life safety systems within the Main Hospital, building 1 shall not be impaired at any time during the performance of the work.

2.1.1 Work Shall Include:

General Construction: The contractor will procure and install 1 EA Koolant Kooler Chiller, See above (Purpose) for model # and part number.

Contractor will use the latest installation manual and any additional documentation necessary to install said chiller. Contractor will procure from the manufacture.

Provide power to new chiller with electrical disconnect.

Install low voltage cable from chiller to the control room. This will tie into the chiller control panel and runs through a conduit up the exterior of the building wall and into the control room. Cable is tied into energy management by Entech.

Install new chilled water lines to and from the chiller and heat exchanger, which is currently in the equipment room.

Demo the old, chilled water lines back to the source.

Install a new concrete pad for chiller. Contractor can measure adjacent existing pad for size duplication.

Install new wrought iron fence, which can connect to adjacent fence, for security.

Install a new sheet metal gutter to protect conduit and chilled water lines ran along exterior of the hospital. Contractor will match existing paint on the gutter.

Conduct Chiller start-up, which will include a 50/50 water/propylene glycol. Contractor will provide 2ea 50-gallon drum premix glycol. Contractor will also provide the start-up plus 2-year extended warranty.

Contractor will field verify all circuits and panels used to power the Dimplex Chiller to include mechanical, electrical & plumbing (MEP) as well as integration into the hospital controls front end. (Entech) All services will be checked back to the source.

The contractor will de-install the heat exchanger located in the Z104.4 Mechanical room. This will include removing conduit and chilled water lines back to the source. The Contractor cannot remove said heat exchanger until all connections for the Dimplex Chiller are in place and fully tested and operational. At this time the deinstallation of the heat exchanger can begin. Depending on Radiology’s schedule this may require weekend work.

The Contractor shall haul demoed items off to a dumpster which will be located on site.

2.1.2. Subcontractors

The Contractor shall be responsible for obtaining and coordinating the services of any and all third-party Contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely delivery, and documented final product. O&M Manuals, As-Built drawings in CAD and PDF, applicable permits, installation, testing, are also required.

2.1.3 Hours of Operation

Normal hours of operation for VA sites are 7:00AM to 3:30PM Monday through Friday except for Federal Holidays. If the Contractor desires to work on Saturday, Sunday, holidays, or outside the project site’s normal working hours the contractor must submit a written request for approval to the VA-COR at least five (5) working days prior to the proposed start of such work.

2.2 Description of Work

2.2.1 Existing Conditions

2.2.1.1Contractor shall be responsible for complying with ALL construction documents and applicableDepartment of Veterans Affairs Master Specifications as part of this project. Specifications,Designs, Procedures, Standards, etc. can be found at https://www.cfm.va.gov/til/dManual.asp,and/or https://www.cfm.va.gov/til/index.asp
2.2.1.2Contractor will coordinate all work with existing work to remain and existing conditions.
2.2.1.3Contractor shall be responsible for complying with all the construction documents andapplicable Department of Veterans Affairs Master Specifications as part of this project.
2.2.1.4Contractor must also comply with all applicable city, county, state, and federal regulationscodes and applicable OSHA standards project. Construction shall also comply withInfection Control Risk Assessment (ICRA), attached, and IC standards delineated in thespecifications.
2.2.1.5On-site staging WILL NOT be provided in VA premises.
2.2.1.6There will be NO contractor parking allowed on the VA campus.
2.2.1.7Demolition and renovation shall take place with minimal disruption to adjacent workspaces.
2.2.1.8Any item damage during removal is the contractor’s responsibility to replace with noadditional cost to the government.
2.2.2Additional Requirements
2.2.2.1Housekeeping - Accumulation of trash, paper, wood shavings, sawdust, excelsior, boxes,and other packing materials will be cleaned up as often as necessary and at the end of eachworkday.
2.2.2.2Smoking or vaping is strictly prohibited in all VA facilities.
2.2.2.3Security – Contractors will wear security badge in plain sight above the waist at all times.Contractors found without a badge will be immediately removed from VA property by VAPolice.
2.2.2.4Parking – Contractor vehicles found parked in VA parking lots will be issued a United StatesDistrict Court Violation Notice and immediately removed and banned from VA property.
2.2.2.5Tuberculosis (TB) – Contractor is responsible for ensuring that if contracted constructionworker(s) have been determined to be at risk for transmission of TB based upon the TB pre-construction risk assessment. The contractor must provide written certification, within 24hours upon request, to the COR that all contract employees assigned to the work site havehad a pre-placement tuberculin screening within 90 days prior to assignment to the worksite and been found to be free of active TB. Refer to the contract documents for thisrequirement.
2.2.2.6OSHA 10 & 30 -Hour Training Course – All construction workers are required to have theOSHA 10-hour Construction Safety training certification. The construction safety managerand/or superintendent shall have the 30-hour Construction Safety course certification. Proofof certification shall be on site at all times.
2.2.2.7Infection Control (IC) and Safety– All contractors, construction workers and COR’s mustattend the Infection Prevention training every fiscal year. All construction workers shallhave a current IC training sticker attached to their badges at all times. If this requirement isnot met, workers will be removed from construction site. Refer to construction documentsfor additional information.
2.2.2.8Construction sign and copy of IC permit (attached) shall be posted in project site at all times.All IC and dust control measures shall be implemented at all times.
2.2.2.9All fire and smoke wall penetrations shall be fireproofed according to corresponding wallrating. These shall be through a sleeve and sealed with fire barrier compound to be approvedby VA.
2.2.2.10All construction and installation work shall comply with VA specifications for material andworkmanship, NEC, NFPA and all applicable city, county, state, and federal regulations andcodes and OSHA standards. Refer construction drawings and specs for requirements.
2.2.2.11All incidental work associated with the installation and construction works in the exteriorand interior of the building shall be included in the base bid.
2.2.2.12Conduct work as to interfere as least as possible with facility operations. All coordinationfor utilities shutdown shall be coordinated at least 72 hours prior to event with COR. Formajor utility system shutdowns, coordination shall be done at least 2 weeks in advance
3.OTHER DELIVERABLES
A.Period of Performance: 270 Calendar days after Notice to Proceed.
B.Performance and Payment Bonds: Due 10 Calendar days after Notice of Award
C.Proof of Insurance: Due 10 Calendar days after Notice of Award
D.Contractor Quality Control Plan (CQCP): The contractor shall develop a quality control plan andshall furnish to VA for review no later than 30 calendar days after the receipt of Notice toProceed. The plan shall identify personnel, procedures, control, instructions, tests, records,and forms to beused. VA will consider an interim plan for the first 45 calendar days of operation.Installation will be allowed to begin only after acceptance of the CQCP or acceptance ofaninterim plan applicable to the particular feature of the work to be started. Work outsideof thefeatures of the work included in an accepted interim plan will not be permitted to begin untilacceptance of a CQCP or another interim plan containing the additional features of the work tobe started. After acceptance of the CQCP, the Contractor shall notify the Contracting OfficerRepresentative (COR) in writing of any proposed change. Proposed changes are subject toacceptance by the Contracting Officer.
E. Safety Plan: Contractor shall develop and implement a Comprehensive safety plan to eliminateinjuries occurring relative to providing the design and installation services for this project.Contractor shall furnish to VA for review no later than 15 calendar days after the receipt of noticeto proceed. The plan shall also describe how final system installation will meet all applicablerequirements of NFPA30 and NFPA30A. Construction/Renovation work will be allowed to beginonly after VA’s acceptance of the Safety Plan. Contractor is responsible for providing enoughproject lead time to allow for VA review of Safety Plan before acceptance. The Department ofLabor OSHA requires that all Contractors involved in installation on VA owned or leasedproperty comply with the Incorporation of General Industry Safety and Health Standardsapplicable to Installation Work and Technical Amendments, Final Rule 29 CFR Parts 1910and 1926 as published in the Federal Register Volume 58, No. 124, June 30, 1993. Inaddition, any Contractor that performs construction type work on any VA project as defined bythe Scope of the referenced regulation is required to; (1) Provide and maintain his own protectiveequipment and devices, etc. and (2) Require all sub-contractors used on site to follow these sameprovisions in the regulation. Contractor shall provide OSHA 10 hr. and OSHA 30 hr. trainingcertificates.
F.Progress Reports: Shall be submitted electronically every week to the Contracting OfficersRepresentative (COR) and address, at a minimum, the status of deliverables, project schedule,price, and technical performance as they relate to the planned and actual work performed duringthe past two weeks, work planned for the following two weeks and address any open criticalissues.
G.Permits: Contractor shall submit all permits associated with this project to the COR. This shallinclude permits necessary with City of San Antonio and local Fire departments. The contractorshall be responsible for coordination with these offices.
H.Operations and Maintenance Manuals (O&M): The Contractor shall provide three (2) completesets of O&M manuals including a recommended spare parts list identifying components adequatefor competitive supply procurement for operation and maintenance of the system. The O&MManuals shall include maintenance and inspection for all equipment. A three-ring bindercontaining all of the O&M and electronic files on CD-ROM shall be provided within the binder.
4.ACCEPTANCE
4.1For the purposes of Warranty and payment for the work performed at a location, government“Acceptance” will be provided by the VA upon the completion of all of the following:
4.1.1The Contractor has demonstrated/ verified that the Dimplex Chiller is fully functionalaccording to manufacturing specifications. All punch list items identified during the start -upprocedures have been resolved.
4.1.2The Contractor has provided O&M manuals.
4.1.3The Contractor has provided drawings to include a CD with all as builds CAD files,one full set, and one Mylar 30 by 42 full set.
4.1.4Contractor shall provide a minimum one (1) year warranty, unless specified otherwise in the specs,from both the manufacturer and installer including parts and labor to include normal, premium orholidays hours. The Warranty period shall start on the date of Substantial Completion.
5.CONFIDENTIALITY AND NONDISCLOSURE
5.1The preliminary and final deliverables and all associated working papers, application sourcecode, and other material deemed relevant by the VA which has been generated by thecontractor in the performance of this Order are the exclusive property of the U.S.Government and shall be submitted to the VA-COR at the conclusion of the contract.
5.2The Contracting Officer will be the sole authorized official to release verbally or in writing,any data, the draft deliverables, the final deliverables, or any other written or printedmaterials pertaining to this contract. No information shall be released by the contractor.Any request for information relating to this contract presented to the contractor shall besubmitted to the CO for response.
5.3Press releases, marketing material or any other printed or electronic documentation related to thisproject, shall not be publicized without the written approval of the CO.
5.4To the extent that the work under this contract requires that the contractor be given access toproprietary business, technical or financial information belonging to the Government or othercompanies, the contractor shall treat such information as proprietary business sensitive and agreesnot to appropriate such information to its own use or to disclose such information to third partiesunless specifically authorized by the CO in writing. A mutually agreed to agreement forexchange of sensitive information or nondisclosure agreement may be required.
