Technical Questions

36C25722Q0878 - Regulated Medical Waste Services

1. Can we provide you a quote for reusable sharps or disposable sharps Exchange full service? We will provide the disposable sharps and our price with the technician. Please let me know if you are okay with our propose. Including all the brackets.

A: Recycling is a critical program for the VA. Disposing of plastic containers in landfills is contrary to the Executive Orders that require waste minimization. We are only pursuing reusable sharps containers in this solicitation. Bidders can propose exchange full service, though we do not require this level of service.

2. Do you have historical waste stream data on these by each of the locations?

A:

FY20

Location Total Tons

Amarillo 9.92 Lubbock 1.28 Clovis 0.12 Dalhart 0.02

11.34

FY21

Location Total Tons

Amarillo 10.66 Lubbock 1.68 Clovis 0.09 Dalhart 0.03

12.46

FY22

Location Total Tons

Amarillo 15.02 Lubbock 1.54 Clovis 0.16 Dalhart 0.03

16.75

3. What is the square footage for Amarillo and Lubbock Facilities?

A: Amarillo is approximately 400,000 sf, and Lubbock is 100,000 sf.

4. How many floors does each facility have?

A: Amarillo has multiple buildings, one of which is 5 floors, one is 4 floors, one is 3 floors, several are two floors, several are 1 floor. Lubbock has two floors.

Childress, Dalhart, and Clovis are only on 1st floor.

5. The total numbers in the chart do not seem to correspond with the data entered, please confirm average waste picked up per month... per year?

A: See question 2. The monthly values to not vary significantly.

6. Are these sharps containers picked up 'as-is' or placed in a medical waste box for transporting purposes?

A: Most wall-mounted sharps containers have a button that seals the top, allowing for transport without secondary containment. Floor mounted sharps containers are sealed for transport. Waste that is collected in bags is placed in a rigid container for transport.

7. The price sheet request 'per unit' quoting however, various sharps containers are used at the facilities. Which UOM are we quoting on?

A: We currently use 2-gal and 4-gal wall mounts, and 2-3 sizes of floor mounts.

Hopefully whatever product your company provides is comparable so you can propose equivalency.

8. Please consider biweekly pickups at the Amarillo site to correspond with Lubbock's p/u schedule to maximize efficiency of resources A: Amarillo bulk storage areas do not permit the doubled length of storage for collected bulk waste, not the doubled amount of empty containers that would be required. Biweekly pickups at Amarillo are not feasible or acceptable.

9. Does the data below represent the complete list of supplies all centers combined will need for the entire your or is this per month?

2 Gal 4 Gal 17-Gal Red 38-Gal Red Wall

Mounts Floor Caddies Counter top Holder

AVAHCS 303 305 58 49 610 58 18

A: This data represents a snapshot of the current installed containers in use. This does not represent quantities showing flow or turnover of devices.

10. This is a veteran business set-aside, are others allowed to bid? Is this set aside applicable regardless of if the bidder is a Texas resident?

A: This requirement is set aside for SDVOSBs only.

11. Attachment A - Container Inventory 3 Regarding floor caddies, wall mounts and countertops, what is their weight in gallons?

A: Please see question 2 for total weight in tons. We do not weigh in gallons.

12. Does each floor have a soiled utility room near each nursing station, or the driver has to pick up items on each room listed?

A: The solicitation requests pickup at one central collection point for each facility.

13. Will there be an onsite visit? We would like to put eyes on at least one location to get a good idea of full scope.

A: Site visit dates/times were posted in the original solicitation and Amendment 0001.

14. What is the time-period of Amarillo? We did not see that one.

A: Amendment 0001 provided a site visit date of 8/5/2022, 10am CST for the Amarillo site visit.

15. Who is the current medical waste provider?

A: Estrategy Consulting, LLC - 36C25718C0019

16. Please provide pricing for the current contract or where can I retrieve the files for the current documents?

A: Base plus 4 option years: $277,260.00
