X X March 17, 2020 / 2:00 PM CST X The purpose of this amendment is to:

1. Post the answers to questions received in response to this solicitation. (See pages 2 thru 8)

2. The due date for all quotes has NOT changed.

3. See attached SOW.

4. All other terms and conditions remain the same.

Questions in response to solicitation #36C25720Q0271 for the Texas Valley Coastal Bend HCS:

· Have reusable sharps containers been used previously in the locations in solicitation #36C25720Q0271? Or, is this health care system looking to switch to a reusable system?

· If reusable containers were used before are there brackets in place? Yes

· Does the VA own the brackets or does the incumbent own them? The current Contractor owns brackets.

· Does your organization understand the Capital investment of labor, supplies, installation of brackets and reusable sharps, which creates a level of set up effort that will affect the total price of an offer? Yes

· P. 9, 7. Scope states “The Contractor shall be responsible for ensuring their proposed service solution will effectively achieve performance requirements.”

Is the VATVCBHCS open to utilization of one-time use sharps container disposal rather than a reusable program? No. We require reusable sharps containers.

· P. 9, 7.b. States “The Contractor shall provide a contingency plan for the disposal of medical waste. Provide recommendations and solutions to ensure facilities develop onsite treatment of medical waste…for catastrophic disaster…” Would you please confirm that you are requesting the contractor to price and provide consulting services? If so, where should the pricing be entered? We are not asking for consulting services. We are saying in a catastrophic disaster in your area, or our area, and the VCB Clinics are still operational you need to have a backup plan so there is no break in service. You will still be responsible for the pickup and disposal of our sharps/bio waste, and also drop off the needed re-supplies.

· P. 10, b. States “An initial collection schedule shall be executed daily during the first 30-day contract period at all locations identified herein….”

· Please confirm that daily service is required at every location for the first 30 days of the contract and this level of effort should be included in our pricing. Daily is not required service will be performed weekly. SOW will be updated before contract award.

· If the frequency of service after the first 30 days is not yet determined, what frequency of service should our pricing be based on for each location? Services will be weekly on Friday between 0900-1500 if Friday is a holiday then the service date will be on Thursday or Monday of the following week.

· P. 10, c-e. These sections appear to be requiring the contractor to frequently go onsite at each location to monitor the level of each sharps container and replace.

· Is the anticipated recurring frequency of service for each location adequate for this type of monitoring or are extra contractor personnel hours be required to fulfill the monitoring on days that pickups are not scheduled? EMS Staff will monitor and change out full containers and store then in a bio-room till pick up date.

· Is there a historical volume and frequency of collections to use for comparison? Ambiguity presents itself here – in most VA solicitations there are specifics regarding type(s) and quantities of containers, their specific locations within facilities and specific frequency of pickups at each facility. Can these details please be clarified for each location so that an intelligent bid can be offered? The frequency of sharps, and bio waste changes monthly at each clinic at a minimum we use 10-20 sharps containers (all sizes) per clinic and about 10-100lbs in medical waste per month.

Below is information of the Medical Waste Report from current contract; it does not give a break down of what size sharps containers were picked up it just tell me the number of containers and the lbs. and how much bio-waste was picked up in lbs.

· P. 12. “No intermediate handlers or subcontracting…is allowed without obtaining prior approval from the VA CORs.”

· As an SDVOSB we intend to work with a teaming partner for the execution of this contract. What is the process required to gain approval? Please see VAAR 852.219-10. Subcontracting is allowed. However, the prime contractor must adhere to and meet the Limitations on Subcontracting Clause.

· P. 12, j. Red. The list here shows typical one-time use sizes. Is the facility open to standardized and consolidated reusable sizes e.g. 3-gallon vs. the listed “Red” 5 qt., 2-gallon, 3-gallon and 5-gallon containers? This will also allow for streamlined cabinet procurement and installation. Or are you requesting these sizes in multiple use? This list is ambiguous, please clarify.
