Consolidated RFIs/Questions and Answers Solicitation No. 36C25719Q0301 Bus Shelter

1. Given the number of questions about the exact needs for the build, it seems it would be best for the government to prepare a geotechnical report, foundation design, and structural design for this solicitation. It was also stated during the site visit that a nearby structure had to be excavated 20 feet deep to prepare an adequate foundation. Given that this structure is planned to be built in close proximity, and on hauled-in fill, it is very difficult to prepare an accurate bid for the government. Without these parameters, there will be numerous unknowns that bidders will have to contend with. Bids will be wildly different and inaccurate for the government's needs. Will the government prepare and make available a geotechnical report, foundation plan, and structural plan?

A: Yes

1. If the foundation design calls for a 20' excavation, as indicated in the site visit, this would require a registered engineer to design an excavation plan as required by OSHA standards. If the foundation design actually calls for this type of excavation, will the government also provide an engineered excavation plan so that required safety precautions can be accounted for in the bid?

A: Will be provided if a 20’ excavation is deemed necessary

1. The proposed build site has a drainage ditch along the backside that will undermine any foundation. Will the government consider relocating the build site to another area that will allow greater stability for the foundation?

A: Yes

1. The solicitation calls for up to 240' of electrical wire to be laid in the ground to the proposed build site. However, measurements taken during the site visit exceeded this amount. Will the government consider changing this specification to more than 300' if the build site remains the same?

A: Yes

1. What size wire and what type of service (single phase, etc) is supplying power to the breaker panel that will supply power to the build?

A: To be determined

1. Will the government allow a second RFI to clarify additional questions that will generate from this first RFI?

A: Yes

1. Given the number of questions and potential need for additional design specifications, will the government consider extending the bid date?

A: Yes

1. Is this a design build?

A: No

1. Is the VA going to issue a drawing or sketch?

A: Yes

1. How is the structure to be tied into the foundation?

A: To be determined

1. Is there a Geo Technical Report?

A: Refer to answer on question No. 1

1. Is there a lay down area for material, parking? If so, how big will the area be?

A: Yes

1. Is the VA going to layout the actual location of the slab and structure?

A: Yes, drawings will eventually be provided

1. Is there any new paving aside from the new slab?

A: Potentially

1. Is the VA going to provide the elevation at which the new slab is to be built at?

A: New slab shall match the elevation of the existing slab located directly to the south

1. How far past the footprint of the building does excavation & compaction need to extend to?

A: 6’

1. Is there any existing underground utilities in the way of excavation of the slab and trench for the power?

A: Yes

1. Is there onsite water and power available for use during construction or does the contractor need to bring their own temporary facilities?

A: Temporary facilities will need to be provided by the contractor
