RFI QUESTIONS and CLARIFICATION RESPONSES: KLECKA ELECTIC COMPANY, INC. (eight RFIs) 6/20 & 6/21/2018:

1. ES1.1: We note that all of the work encompassed by notes 1-9 has already been installed. Why is this work shown to be replaced? We do however note that the conductors installed in the previous installation, which was just completed, are #2/0 with no neutral and a code sized ground conductor. Regardless, the existing feeders to be removed will be different. If it is not replaced, we understand that alternate #2 would become void? ANSWER: AAI Response: We were directed by the VA to include this design as a bid alternate, so that the bidders would provide alternate pricing to include the indicated scope. The VA was aware of the project “Upgrade Emergency Power”, which included a similar scope but had not yet been completed.

2. ES2.1: Detail 1: Are the fire alarm devices shown in the top of the elevator shaft existing to remain or new? This also applies to detail 1 on sheet ES2.2.? ANSWER: AAI Response: The fire alarm smoke detectors, heat detectors and annunciator devices are existing. The Contractor shall field verify all fire alarm devices shown on the drawing Sheets, including verification of fire alarm functionality. It is the Contractor’s responsibility to provide a fully functional, tested and operational fire alarm system for that portion of the system within the project scope area. See also response to RFI Question #15.

3. Please verify that there are 3 ground conductors required for feeder #100? ANSWER: AAI Response: Revised the Feeder Schedules on both Sheets ES2.1 & ES2.2 to indicate only (1) #3 AWG Cu equipment grounding conductor: (3) #3 AWG Cu & (1) #3 AWG Cu Ground, 1-1/4” Conduit.

4. Note #3: Please verify that a non-metallic conduit is required; we understand this is not a manufacturers requirement. In addition, does the 18” maximum length apply to the conduit or the conductor length? ANSWER: AAI Response: Revise Sheet ES2.1, Keyed Note #3 to indicate Type EMT Conduit, and to indicate the conductors from the connection in the panelboard to the SPD shall be as short as practicable and fully comply with the require-ment of NEC (National Electrical Code) Article 285.12. These requirements apply to the SPDs indicated on both drawing Sheets ES2.1 & ES2.2.

5. Note #7: We note that elevators P3 & P4 on sheet ES2.2 call for Bussman modules, not just fused disconnects. Why are the requirements different? ANSWER: AAI Response: Elevators P3 & P4 are shown on Sheet ES2.1, and are indicated there to be supplied by fused disconnects. The shutdown of the elevator power as required by code shall be accomplished by Fire Alarm shunt trip of circuit breakers in new Panelboard ‘H-ELEV’. Elevators P1 & P2 are indicated on Sheet ES2.2 to be supplied with Bussman modules to accomplish the Fire Alarm shut down of the elevator power. The panelboard serving P1 & P2 is existing.

6. Why are the ground conductors shown in the feeder schedule oversized from the sizing required by the NEC? ANSWER: AAI Response: The elevator circuit equipment grounding conductor is indicated to be the same size as the phase conductors, as this is required by some elevator manufacturers.

7. We note that the portion of work shown by note #8 was not revised in the previous work just completed, and therefore should remain in the base bid, though with possible revisions to the feeder size.? ANSWER: AAI Response: Separate and apart from the Bid Alternate Scope of Work, and as part of the Base Bid, Bidder shall include connection of elevator Feeder from the ‘Above Ceiling Junction Box (Near Elevator Lobby)’ indicated on Sheet ES2.1. This is an existing junction box and is shown on ES1.1, note 11.

8. ES1.1 & ES2.1: We have worked on panel 1YEC before. If the revised feeder is indeed required, as a part of this solicitation, it needs to be noted that the Station considers this panel critical and an outage ‘cannot’ be granted. This panel has a label indicating that a CAT #3 PPE is required. This should be noted on the drawings to prevent the additional costs required by a HWP to be handled as a change order? ANSWER: AAI Response: All outages of electrical power shall be coordinated in advance with the VA. Written permission is required in advance of all outages of electrical power. The VA will need to determine if an outage cannot be granted. This work is part of the alternate bid.

NOTE: This is a working hospital with patients being treated 24/7. As such, power outages must be handled carefully and planned in advance. Potential power outages will be discussed with the COR. The VA Medical Center director has the discretion to grant power outages, depending upon their affect upon patient care.

RFIQUESTIONS and CLARIFICATION RESPONSES: M2 FEDERAL (three RFIs) 6/29/2018:

9. On what date, were the shunt trips last tested? ANSWER: It is unknown when the existing shunt trip devices were last tested. New shunt trip breakers are to be installed, see question #5.

10. What company is currently contracted for fire monitoring? ANSWER: This VA facility uses a FCI brand fire alarm system. The VA does not mandate the use of a specific contractor. However, the contractor must be certified to work on FCI equipment. DCI presently monitors the fire alarm system.

11. Please confirm VA providing Automatic Transfer Switch (ATS) contacts and ATS Programming for Power Transfer Indicator (PTI) signal to new Controllers? ANSWER:

The existing programmable ATSs can have signal wires attached. None are presently installed. Any necessary signal wiring will need to be installed per specific manufacturer’s instructions.

RFI QUESTIONS and CLARIFICATION RESPONSES: PACE BUILDING CORPOR-ATION, (fifteen RFIs) 6/29/2018:

12. Performance Period: The SF 1442 lists two different numbers for the performance period. The number at the top of the pages says 420 days while item 11 at the bottom of the page is 360 days. The Statement of Work and Bid Schedule appear to clarify the performance period as 330 days for the Base Bid and 360 days for the Base Bid and Alternate #1. Please confirm which is correct. Given the phasing requirement a long lead time for procurement of elevator specific equipment, we do not think 330 days is enough time for this project. Please consider 370 days for the base bid and 400 days for the base bid and alternate #1? ANSWER: The period of performance for this requirement shall be 360 days as indicated by the schedule and the SOW, you may make a pen and ink change on the SF1442 to indicate this as well.

13. Infection Control: Paragraph 1.11 of the general requirements establishes the project as an ICRA, Class III for the most part. The drawings further detail IC requirements. The one thing the drawings do not address is negative air. If negative air is required consistent with an ICRA Class III, how will the exhaust ductwork be routed at each location and where will it be discharged? This must be identified se we know what to bid? ANSWER: The exhaust ductwork is generally routed through the nearest available exterior window/door, or nearest available hospital exhaust duct. The exact routing will have to be determined in consultation with the COR for each specific location.

14. Fire Sprinkler System: The title block of each drawing includes a ‘fully sprinklered’ notation. There are a few fire suppressions notes on drawing PL1.1 yet the general fire protection notes on drawing PL0.0 place the accuracy and burden on the fire protection design on the contractor. Is this a design-build project? If so, we will need to include the cost of a fire protection engineer to ‘design a complete fire sprinkler system for the protections of all areas’. Water data and as-built drawings must be provided pre-bid., If the intent is not to require the contractor to design a complete fire suppression system, the general notes on PL0.0 need to be deleted? ANSWER: AAI Response: The project is NOT a Design-Build; however, there are responsibilities taken by the Contractor as enumerated in Contract documents. See the drawings and specification Section 21 13 13 - Wet Pipe Sprinkler Systems for some of those responsibilities. Existing fire sprinkler devices are located on the plan drawings, with the basis of design parameters provided for the sprinkler system. It is the Contractor's responsibility to add and modify as required per specifications following NFPA 13 codes.

15. Fire Detection and Alarm System: We are not finding fire detection and alarm or mas notifications system drawings or notes. Is fire alarm or MNS systems work required? If so, please provide applicable design drawings. If the intent is to have the contractor design a fire alarm and mass notification system, please provide a detailed Statement of Work. This speaks to item 3 above as it relates to design-build? ANSWER: AAI Response: There is an existing building fire alarm system, part of which exists within the limits of the project. Most of the fire alarm devices are existing, as is indicated on the drawings. As part of the Contractor’s scope of work, as indicated on the electrical drawing sheets, there will be connection of the building Fire Alarm system to the new elevator power control devices to provide the code required shut down of the elevator power associated with the fire sprinkler system. The licensing requirements for the fire alarm technical design and installation are enumerated in specification Section 28 31 00 - Fire Detection and Alarm. It is the Contractor’s responsibility to provide a fully functional, tested and operational fire alarm system for that portion of the system within the project scope area. No mass notification system is required.

16. Note 13, GI.001: This catch-all note could be interpreted to require the contractor to bid and construct ‘intent’. We understand the designer wants to achieve ‘complete and finished work and complete and operating systems’ and that is not possible to show every nut and bolt, but if the design is incomplete or defective, the contractor cannot be held responsible despite Note 13. ANSWER: (This is not a question.) This note is consistent with the Contract Documents and standard among VA projects. This is a VA directed note, reference email directive from 09/01/2017.

17. Coordination Drawings: The ‘coordination drawings’ notes on AS-100 and AS-101, require the contractor to design certain elements of the work that should have been performed by the designer of record. We understand shop drawings are required for each discipline in some instances, but the requirement, as stated, makes this a design-build project. If that is the intent please so state and we will include the cost of an architect and consulting engineers in our bid? ANSWER: This is NOT a Design-Build project. The Coordination Drawings Sheet Notes specifically incorporate the requirements for coordinated and consolidated assembly submittals and shop drawings. Reference specification section 23 05 11, 1.4, G and H. The Coordination Drawings Notes detail the documentation which may be necessary to provide sufficiently coordinated and consolidated information for all new systems and existing systems and assemblies within the same area. The Coordination Drawing Notes pertain to the preparation of the contractor’s required submittals.

18. Permits: The statement of work requires the contractor to submit permits. What permits are required on this Government project? ANSWER: There should not be any permits required for this project. However, any special certifications and/or licenses necessary for specific work tasks (elevators, fire protection equipment, etc.) are required.

19. Base Bid and Alternates: Section 01 00 00, para 1.4 represents a Base Bid, Alternate #1 and Alternate #2. The Bid Schedule lists a Base Bid and Alternate #1 only. We assume the bid schedule takes precedence. Please reconcile? ANSWER: The Government concurs, that the Bid Schedule takes precedence over ‘Section 01 00 00, Para 1.4’.

20. Construction Schedule: The General Requirements, Para 1.23, require a Gantt Chart. Section 01 32 16.15 requires a CPM schedule. Which is required? ANSWER: These are essentially the same thing. Format of a schedule to be as agreed upon with the COR.

21. CAD As-Built Drawings: CAD as-built drawings are required. Will the VA provide CAD background drawings for the contractors to use in preparing final record drawings? ANSWER: CAD drawings will be provided after award and the awardee will use them when preparing final record drawings.

22. HVAC Controls: Please provide the company name of the required HVAC system controls contractor if HVAC system controls work is required? ANSWER: AAI Response: The design intent is for the mini-split units to be controlled by the equipment’s wired wall mounted thermostat/controller. These are stand-alone type controls and not tied into the building’s BAS.

23. Fire Alarm: Please provide the company name of the required fire alarm contractor if fire alarm and mass notifications work is required? ANSWER: The new elevators shall be integrated into the existing fire alarm system (FCI brand). The VA does not mandate the use of a specific contractor. However, the contractor must be certified to work on FCI equipment. No mass notifications work is required.

24. Roof Warranty: Is the existing roof under warranty? If so, what roofing contractor currently holds the warranty? In reference to Note 17/AS100, will the requirement to infill and patch the roof void the warranty? ANSWER: The existing roof is not under a warranty. The contractor’s warranty for this project will extend to the patched areas only.

25. Elevator Basis of Design: What is the elevator system basis of design? ANSWER: No specific elevator product or manufacturer. Standard VA Specification. See project manual Section 14 24 00 and the drawings for requirement details needed here.

Elevator contractor is expected to submit a proposal including standard non-proprietary elevator components consistent with accepted industry standards for quality, durability and open market maintenance by a bona fide elevator contractor.

26. Electrical Outages and Energized Electrical Work: We assume at some point an electrical outage (or outages) may be required. Please confirm? Also, will energized electrical work be required? If so, please identify specifically what work will require energized electrical ‘hot’ work? ANSWER: AAI Response: All outages of electrical power shall be coordinated in advance with the VA. Written permission is required in advance of all outages of electrical power. The VA will need to determine if an outage cannot be granted.
